Working PaperMeasuring the Effect of COVID-19 on U.S. Small Businesses: The Small Business Pulse Survey

In response to the novel coronavirus (COVID-19) pandemic, the Census Bureau developed and fielded an entirely new survey intended to measure the effect on small businesses. The Small Business Pulse Survey (SBPS) will run weekly from April 26 to June 27, 2020. Results from the SBPS will be published weekly through a visualization tool with downloadable data. We describe the motivation for SBPS, summarize how the content for the survey was developed, and discuss some of the initial results from the survey. We also describe future plans for the SBPS collections and for our research using the SBPS data. Estimates from the first week of the SBPS indicate large to moderate negative effects of COVID-19 on small businesses, and yet the majority expect to return to usual level of operations within the next six months. Reflecting the Census Bureau's commitment to scientific inquiry and transparency, the micro data from the SBPS will be available to qualified researchers on approved projects in the Federal Statistical Research Data Center network.View Full Paper PDF

How much do workers making job-to-job transitions benefit from moving away from a shrinking and towards a growing firm? We show that earnings growth in the transition increases with net employment growth at the destination firm and, to a lesser extent, decreases if the origin firm is shrinking. So, we sum the effect of leaving a shrinking and entering a growing firm and remove the excess turnover-related hires because gross hiring has a much smaller association with earnings growth than net employment growth. We find that job-to-job transitions with the cross-firm job flow have 23% more earnings growth than average.View Full Paper PDF

Working PaperR&D or R vs. D? Firm Innovation Strategy and Equity Ownership

We analyze a unique dataset that separately reports research and development expenditures for a large panel of public and private firms. Definitions of 'research' and 'development' in this dataset, respectively, correspond to definitions of knowledge 'exploration' and 'exploitation' in the innovation theory literature. We can thus test theories of how equity ownership status relates to innovation strategy. We find that public firms have greater research intensity than private firms, inconsistent with theories asserting private ownership is more conducive to exploration. We also find public firms invest more intensely in innovation of all sorts. These results suggest relaxed financing constraints enjoyed by public firms, as well as their diversified shareholder bases, make them more conducive to investing in all types of innovation. Reconciling several seemingly conflicting results in prior research, we find private-equity-owned firms, though not less innovative overall than other private firms, skew their innovation strategies toward development and away from research.View Full Paper PDF

This paper studies firm dynamics over the business cycle. I present evidence from the United Kingdom that more rapidly growing firms are born in expansions than in recessions. Using administrative records from Census data, I find that this observation also holds for the last four recessions in the United States. I also present suggestive evidence that financial frictions play an important role in determining the types of firms that are born at different stages of the business cycle. I then develop a general equilibrium model in which firms choose their managers' span of control at birth. Firms that choose larger spans of control grow faster and eventually get to be larger, and in this sense have a larger target size. Financial frictions in the form of collateral constraints slow the rate at which firms reach their target size. It takes firms longer to get up to scale when collateral constraints tighten; therefore, businesses with the largest target size are affected disproportionately more. Thus, fewer entrepreneurs find it profitable to choose larger projects when financial conditions deteriorate. Using Bayesian methods, I estimate the model using micro and aggregate data from the United Kingdom. I find that financial shocks account for over 80% of fluctuations in the formation of businesses with a large target size, and TFP and labor wedge shocks account for the remaining 20%. An independently estimated version of the model with no choice over the span of control needs larger aggregate shocks in order to account for the same data series, suggesting that the intensive margin of business formation is important at business cycle frequencies. The model with the choice over the span of control generates an empirically relevant and non-targeted collapse in the right tail of the cumulative growth distribution among firms started in recessions, while the model without such a choice does not. The ratio of revenue to inputs differs greatly across plants within countries such as the U.S. and India. Such gaps may reflect misallocation which hinders aggregate productivity. But differences in measured average products need not reflect differences in true marginal products. We propose a way to estimate the gaps in true marginal products in the presence of measurement error. Our method exploits how revenue growth is less sensitive to input growth when a plant's average products are overstated by measurement error. For Indian manufacturing from 1985'2013, our correction lowers potential gains from reallocation by 20%. For the U.S. the effect is even more dramatic, reducing potential gains by 60% and eliminating 2/3 of a severe downward trend in allocative efficiency over 1978'2013.View Full Paper PDF

This paper furthers a research agenda for modeling populations along spatial networks and expands upon an empirical analysis to a full U.S. county (Gaboardi, 2019, Ch. 1,2). Specific foci are the necessity of, and methods for, validating and benchmarking spatial data when conducting social science research with aggregated and ambiguous population representations. In order to promote the validation of publicly-available data, access to highly-restricted census microdata was requested, and granted, in order to determine the levels of accuracy and error associated with a network-based population modeling framework. Primary findings reinforce the utility of a novel network allocation method'populated polygons to networks (pp2n) in terms of accuracy, computational complexity, and real runtime (Gaboardi, 2019, Ch. 2). Also, a pseudo-benchmark dataset's performance against the true census microdata shows promise in modeling populations along networks.View Full Paper PDF

We test whether two-earner married couples are more likely to file for consumer bankruptcy in the future than similar married couples. Since two-earner households are unable to adjust their income on the extensive margin, they are more vulnerable to income shocks, and thus at risk of bankruptcy in the future. We find that two-earner married couples in 1999 are more likely to file for bankruptcy from 2002-2004 compared to other married couples. The addition of a citizenship question to the 2020 census could affect the self-response rate, a key driver of the cost and quality of a census. We find that citizenship question response patterns in the American Community Survey (ACS) suggest that it is a sensitive question when asked about administrative record noncitizens but not when asked about administrative record citizens. ACS respondents who were administrative record noncitizens in 2017 frequently choose to skip the question or answer that the person is a citizen. We predict the effect on self-response to the entire survey by comparing mail response rates in the 2010 ACS, which included a citizenship question, with those of the 2010 census, which did not have a citizenship question, among households in both surveys. We compare the actual ACS-census difference in response rates for households that may contain noncitizens (more sensitive to the question) with the difference for households containing only U.S. citizens. We estimate that the addition of a citizenship question will have an 8.0 percentage point larger effect on self-response rates in households that may have noncitizens relative to those with only U.S. citizens. Assuming that the citizenship question does not affect unit self-response in all-citizen households and applying the 8.0 percentage point drop to the 28.1 % of housing units potentially having at least one noncitizen would predict an overall 2.2 percentage point drop in self-response in the 2020 census, increasing costs and reducing the quality of the population count.View Full Paper PDF

Working PaperPredictive Analytics and Organizational Architecture: Plant-Level Evidence from Census Data

We examine trends in the use of predictive analytics for a sample of more than 25,000 manufacturing plants using proprietary data from the US Census Bureau. Comparing 2010 and 2015, we find that use of predictive analytics has increased markedly, with the greatest use in younger plants, professionally-managed firms, more educated workforces, and stable industries. Decisions on data to be gathered originate from headquarters and are associated with less delegation of decision-making and more widespread awareness of quantitative targets among plant employees. Performance targets become more accurate, long-term oriented, and linked to company-wide performance, and management incentives strengthen, both in terms of monetary bonuses and career outcomes. Plants increasing predictive analytics become more efficient, with lower inventory, increased volume of shipments, narrower product mix, reduced management payroll and increased use of flexible and temporary employees. The U.S. Census Bureau partnered with a team of external researchers to conduct the first-ever large-scale survey of management practices in the United States, the Management and Organizational Practices Survey (MOPS), for reference year 2010. With the help of the research team, the Census Bureau expanded and improved the survey for a second wave for reference year 2015. The MOPS is a supplement to the Annual Survey of Manufacturing (ASM), and so the collection and processing strategy for the MOPS built on the methodology for the ASM, while differing on key dimensions to address the unique nature of management relative to other business data. This paper provides detail on the mail strategy pursued for the MOPS, the collection methods for paper and electronic responses, the processing and estimation procedures, and the official Census Bureau data releases. This detail is useful for all those who have interest in using the MOPS for research purposes, those wishing to understand the MOPS data more deeply, and those with an interest in survey methodology.View Full Paper PDF
