Working PaperMeasuring Plant Level Energy Efficiency and Technical Change in the U.S. Metal-Based Durable Manufacturing Sector Using Stochastic Frontier Analysis

This study analyzes the electric and thermal energy efficiency for five different metal-based durable manufacturing industries in the United States from 1987-2012 at the 3 digit North American Industry Classification System (NAICS) level. Using confidential plant-level data on energy use and production from the quinquennial U.S. Economic Census, a stochastic frontier regression analysis (SFA) is applied in six repeated cross sections for each five year census. The SFA controls for energy prices and climate-driven energy demand (heating degree days - HDD - and cooling degree days - CDD) due to differences in plant level locations, as well as 6-digit NAICS industry effects. A Malmquist index is used to decompose aggregate plant technical change in energy use into indices of efficiency and frontier (best practice) change. Own energy price elasticities range from -.7 to -1.0, with electricity tending to have slightly higher elasticity than fuel. Mean efficiency estimates (100 percent equals best practice level) range from a low of 32 percent (thermal 334 - Computer and Electronic Products) to a high of 86 percent (electricity 332 - Fabricated Metal Products). Electric efficiency is consistently better than thermal efficiency for all NAICS. There is no clear pattern to the decomposition of aggregate technical Thermal change. In some years efficiency improvement dominates; in other years aggregate technical change is driven by improvement in best practice.View Full Paper PDF

Working PaperWHITE-LATINO RESIDENTIAL ATTAINMENTS AND SEGREGATION IN SIX CITIES: ASSESSING THE ROLE OF MICRO-LEVEL FACTORS

This study examines the residential outcomes of Latinos in major metropolitan areas using new methods to connect micro-level analyses of residential attainments to overall patterns of segregation in the metropolitan area. Drawing on new formulations of standard measures of evenness, we conduct micro-level multivariate analyses using the restricted-use census microdata files to predict segregation-relevant neighborhood outcomes for individuals by race. We term the dependent variables segregation-relevant neighborhood outcomes because the differences in average outcomes for each group on these variables determine the values of the aggregate measures of evenness. This approach allows me to use standardization and components analysis to quantitatively assess the separate contributions that differences in social characteristics and differences in rates of return make towards determining the overall disparity in residential outcomes ' that is, the level of segregation ' between Whites and Latinos. Based on our micro-level residential attainment analyses we find that for Latinos, acculturation and gains in socioeconomic status are associated with greater residential contact with Whites, in agreement with spatial assimilation theory, which promotes lower segregation. However, our standardization and components analyses reveals that a substantial portion of White-Latino disparities in residential contact with Whites can be attributed to differences in rates of return; that is White-Latino differences in the ability to translate acculturation and gains in socioeconomic status into more residential contact with Whites. This is further elaborated upon by assessing the changes in contact with Whites for Whites and Latinos after manipulating single variables while holding all others constant. This can be interpreted as the role of discrimination which is emphasized by place stratification theory. Therefore we conclude that while members of minority groups make gains in residential outcomes that reduce segregation by attaining parity with Whites on social characteristics as spatial assimilation theory would predict, a substantial disparity will persist as Latinos cannot translate those gains into greater contact with Whites at the rate that Whites can. Working PaperTaking the Leap: The Determinants of Entrepreneurs Hiring their First Employee

Job creation is one of the most important aspects of entrepreneurship, but we know relatively little about the hiring patterns and decisions of startups. Longitudinal data from the Integrated Longitudinal Business Database (iLBD), Kauffman Firm Survey (KFS), and the Growing America through Entrepreneurship (GATE) experiment are used to provide some of the first evidence in the literature on the determinants of taking the leap from a non-employer to employer firm among startups. Several interesting patterns emerge regarding the dynamics of non-employer startups hiring their first employee. Hiring rates among the universe of non-employer startups are very low, but increase when the population of non-employers is focused on more growth-oriented businesses such as incorporated and EIN businesses. If non-employer startups hire, the bulk of hiring occurs in the first few years of existence. After this point in time relatively few non-employer startups hire an employee. Focusing on more growth- and employment-oriented startups in the KFS, we find that Asian-owned and Hispanic-owned startups have higher rates of hiring their first employee than white-owned startups. Female-owned startups are roughly 10 percentage points less likely to hire their first employee by the first, second and seventh years after startup. The education level of the owner, however, is not found to be associated with the probability of hiring an employee. Among business characteristics, we find evidence that business assets and intellectual property are associated with hiring the first employee. Using data from the largest random experiment providing entrepreneurship training in the United States ever conducted, we do not find evidence that entrepreneurship training increases the likelihood that non-employers hire their first employee.View Full Paper PDF

Working PaperAre firm-level idiosyncratic shocks important for U.S. aggregate volatility?

This paper assesses the quantitative impact of firm-level idiosyncratic shocks on aggregate volatility in the U.S. economy and provides a microfoundation for the negative relationship between firm-level volatility and size. I argue that the role of firm-specific shocks through the granular channel plays a fairly limited role in the U.S. economy. Using a novel, comprehensive data set compiled from several sources of the U.S. Census Bureau, I find that the granular com-ponent accounts at most for 15.5% of the variation in aggregate sales growth which is about half found by previous studies. To bridge the gap between previous findings and mine, I show that my quantitative results require deviations from Gibrat's law in which firm-level volatility and size are negatively related. I find that firm-level volatility declines at a substantially higher rate in size than previously found. Hence, the largest firms in the economy cannot be driving a sub-stantial fraction of macroeconomic volatility. I show that the explanatory power of granularity gets cut by at least half whenever the size-variance relationship, as estimated in the micro-level data, is taken into account. To uncover the economic mechanism behind this phenomenon, I construct an analytically tractable framework featuring random growth and a Kimball aggrega-tor. Under this setup, larger firms respond less to productivity shocks as the elasticity of demand is decreasing in size. Additionally, the model predicts a positive (negative) relationship between firm-level mark-ups (growth) and size. I confirm the predictions of the model by estimating size-varying price elasticities on unique product-level data from the Census of Manufactures (CM) and structurally estimating mark-ups using plant-level information from the Annual Survey of Manufactures (ASM).View Full Paper PDF

We make use of predicted social and civic activities (social capital) to account for selection into "social" occupations. Individual selection accounts for more than the total difference in wages observed between social and non-social occupations. The role that individual social capital plays in selecting into these occupations and the importance of selection in explaining wage differences across occupations is similar for both men and women. We make use of restricted 2000 Decennial Census and 2000 Social Capital Community Benchmark Survey. Working PaperThe Consequences of Long Term Unemployment: Evidence from Matched Employer-Employee Data*

It is well known that the long-term unemployed fare worse in the labor market than the short-term unemployed, but less clear why this is so. One potential explanation is that the long-term unemployed are 'bad apples' who had poorer prospects from the outset of their spells (heterogeneity). Another is that their bad outcomes are a consequence of the extended unemployment they have experienced (state dependence). We use Current Population Survey (CPS) data on unemployed individuals linked to wage records for the same people to distinguish between these competing explanations. For each person in our sample, we have wage record data that cover the period from 20 quarters before to 11 quarters after the quarter in which the person is observed in the CPS. This gives us rich information about prior and subsequent work histories not available to previous researchers that we use to control for individual heterogeneity that might be affecting subsequent labor market outcomes. Even with these controls in place, we find that unemployment duration has a strongly negative effect on the likelihood of subsequent employment. This finding is inconsistent with the heterogeneity ('bad apple') explanation for why the long-term unemployed fare worse than the short-term unemployed. We also find that longer unemployment durations are associated with lower subsequent earnings, though this is mainly attributable to the long-term unemployed having a lower likelihood of subsequent employment rather than to their having lower earnings once a job is found.View Full Paper PDF

Working PaperThe Timing of Teenage Births: Estimating the Effect on High School Graduation and Later Life Outcomes

We examine the long-term outcomes for a population of teenage mothers who give birth to their children around the end of their high school year. We compare the mothers whose high school education was interrupted by childbirth, because the child was born before her expected graduation date to mothers who did not experience the same disruption to their education. We find that mothers who give birth during the school year are seven percent less likely to graduate from high school, are less likely to be married, and have more children than their counterparts who gave birth just a few months later. The labor market outcomes for these two sets of teenage mothers are not statistically different, but with a lower likelihood of marriage and more children, the households of the treated mothers are more likely to fall below the poverty threshold. While differences in educational attainment have narrowed over time, the differences in labor market outcomes and family structure have remained stable.View Full Paper PDF

In 1980, Census data indicate, housing prices in large US cities rose with distance from the city center. By 2010, the relationship had reversed. We propose that this development can be traced to high-income households working longer hours. With little non-market time, proximity to work takes on added salience, leading high-income households to forgo suburban amenities and extending the gentrification trend beyond its 1970s niche status. In a tract-level data set covering the 27 largest US cities, years 1980-2010, we find support for our hypothesis. Using a Bartik-type demand shifter for skilled labor we find that full-time skilled workers favor centrality and the rising share in the population can account for the observed price changes in favor of the city center.View Full Paper PDF

This paper takes advantage of the Michigan Census Research Data Center to merge limited-access Census Bureau data with county level information to investigate the impact of Latino-owned business (LOB) employment share on local economic performance measures, namely per capita income, employment, poverty, and population growth. Beginning with OLS and then moving to the Spatial Durbin Model, this paper shows the impact of LOB overall employment share is insignificant. When decomposed into various industries, however, LOB employment share does have a significant impact on economic performance measures. This paper studies how increases in energy input costs for production are split between consumers and producers via changes in product prices (i.e., pass-through). We show that in markets characterized by imperfect competition, marginal cost pass-through, a demand elasticity, and a price-cost markup are suffcient to characterize the relative change in welfare between producers and consumers due to a change in input costs. We and that increases in energy prices lead to higher plant-level marginal costs and output prices but lower markups. This suggests that marginal cost pass-through is incomplete, with estimates centered around 0.7. Our confidence intervals reject both zero pass-through and complete pass-through. We and heterogeneous incidence of changes in input prices across industries, with consumers bearing a smaller share of the burden than standards methods suggest.View Full Paper PDF
