Working PaperOlder Workers' Access to Employer-Sponsored Retiree Health Insurance, 2000-2004

Using a multivariate framework, we analyze recent trends in employer provision of retiree health insurance (RHI), eligibility for new retirees, and retiree contribution requirements. We also explore whether local labor market characteristics such as the unemployment rate influence RHI provision. Finally, we examine whether the Medicare Modernization Act (MMA) was associated with diverging trends in RHI access for Medicare-eligible and early retirees. Data come for the Medical Expenditure Panel Survey'Insurance Component (MEPS-IC). We find that, while RHI provision to existing retirees remained stable, eligibility for new retirees declined, and contribution requirements increased between 2000 and 2004. The local labor market had no effect on RHI provision. While early retiree coverage was more common than coverage for Medicare-eligible retirees, we did not find a divergence subsequent to MMA. These results suggest growing financial instability for retirees, both because RHI contribution requirements increased, and because businesses dropped coverage for new retirees.View Full Paper PDF

Working PaperAccess to Financial Capital Among U.S. Businesses: The Case of African-American Firms

The differences between African-American business ownership rates and white business ownership rates are striking. Estimates from the 2000 Census indicate that 11.8 percent of white workers are self-employed business owners, compared with only 4.8 percent of black workers. Furthermore, black-white differences in business ownership rates have remained roughly constant over most of the twentieth century (Fairlie and Meyer 2000). In addition to lower rates of business ownership, black-owned businesses are less successful on average than are white or Asian firms. In particular, black-owned businesses have lower sales, hire fewer employees and have smaller payrolls than white- or Asian-owned businesses, on average (U.S. Census Bureau 2001, U.S. Small Business Administration 2001). Black firms also have lower profits and higher closure rates than white firms (U.S. Census Bureau 1997, U.S. Small Business Administration 1999). For most outcomes, the disparities are extremely large. For example, estimates from the 2002 Survey of Business Owners (SBO) indicate that white firms have average sales of $437,870 compared with only $74,018 for black firms.View Full Paper PDF

Working PaperThe Work Disincentive Effects of the Disability Insurance Program in the 1990s

In this paper we evaluate the work disincentive effects of the Disability Insurance program during the 1990s. To accomplish this we construct a new large data set with detailed information on DI application and award decisions and use two different econometric evaluation methods. First, we apply a comparison group approach proposed by John Bound to estimate an upper bound for the work disincentive effect of the current DI program. Second, we adopt a Regression-Discontinuity approach that exploits a particular feature of the DI eligibility determination process to provide a credible point estimate of the impact of the DI program on labor supply for an important subset of DI applicants. Our estimates indicate that during the 1990s the labor force participation rate of DI beneficiaries would have been at most 20 percentage points higher had none received benefits. In addition, we find even smaller labor supply responses for the subset of 'marginal' applicants whose disability determination is based on vocational factors.View Full Paper PDF

The Longitudinal Employer-Household Dynamics (LEHD) Program at the U.S. Census Bureau, with the support of several national research agencies, has built a set of infrastructure files using administrative data provided by state agencies, enhanced with information from other administrative data sources, demographic and economic (business) surveys and censuses. The LEHD Infrastructure Files provide a detailed and comprehensive picture of workers, employers, and their interaction in the U.S. economy. Beginning in 2003 and building on this infrastructure, the Census Bureau has published the Quarterly Workforce Indicators (QWI), a new collection of data series that offers unprecedented detail on the local dynamics of labor markets. Despite the fine detail, confidentiality is maintained due to the application of state-of-the-art confidentiality protection methods. This article describes how the input files are compiled and combined to create the infrastructure files. We describe the multiple imputation methods used to impute in missing data and the statistical matching techniques used to combine and edit data when a direct identifier match requires improvement. Both of these innovations are crucial to the success of the final product. Finally, we pay special attention to the details of the confidentiality protection system used to protect the identity and micro data values of the underlying entities used to form the published estimates. We provide a brief description of public-use and restricted-access data files with pointers to further documentation for researchers interested in using these data.View Full Paper PDF

Working PaperAre the Lasting Effects of Employee-Employer Separations induced by Layoff and Disability Similar? Exploring Job Displacement using Survey and Administrative Data

This paper integrates the existing literatures on displacement and health by examining the enduring effects of job dislocations that are induced by firm and individual shocks to employment. A joint estimation of hourly wage rates and weekly hours illuminates the disparities in these economic outcomes that exist between those who have reestablished themselves in the workplace subsequent to a layoff and those who have returned to work following the onset of a disability relative to those with uninterrupted job histories. As an extension of these ideas, employment transitions and workplace adjustments are modeled to capture spousal reactions to these shocks. Multiple indicators of health from the Survey of Income and Program Participation and Social Security Administrative benefits records are incorporated into the analyses of those with impairments that prompted job loss. These measures allow knowledge to be gleaned regarding the qualitative di'erences in the lasting impacts of job cessation resulting from medically diagnosed illnesses as compared to estimates uncovered using survey data sources alone. By considering time durations following these periods of separation in light of these indicators of well-being, a more comprehensive understanding of the long-run repercussions of employee-employer separation is acquired.View Full Paper PDF

This study uses data from the 1990, 1992, 1993, and 1996 panels of the Survey of Income and Program Participation to examine how welfare policies and local economic conditions contribute to women's transitions into and out of female headship and into and out of welfare participation. It also examines whether welfare participation is directly associated with longer spells of headship. The study employs a simultaneous hazards approach that accounts for unobserved heterogeneity in all of its transition models and for the endogeneity of welfare participation in its headship model. The estimation results indicate that welfare participation significantly reduces the chances of leaving female headship. The estimates also reveal that more generous welfare benefits contribute indirectly to headship by increasing the chances that mothers will enter welfare. More generous Earned Income Tax Credit benefits are associated with longer spells of headship, nonheadship, and welfare participation and nonparticipation. Other measures of welfare policies, including indicators for the adoption of welfare waivers and the implementation of Temporary Assistance for Needy Families programs, are generally not significantly associated with headship or welfare receipt. Better economic opportunities are estimated to increase headship but reduce welfare participation among unmarried mothers.View Full Paper PDF

Working PaperThe Impact of Welfare Waivers on Female Headship Decisions

While much of the focus of recent welfare reforms has been on moving recipients from welfare to work, many reforms were also directed at affecting decisions about living arrangements, pregnancy, marriage and cohabitation. This paper focuses on women's decisions to become or remain unmarried mothers, that is, female heads of families. We assess the impact of welfare reform waivers on those decisions while controlling for confounding local economic and social contextual conditions. We pool the 1990, 1992, and 1993 panels of the Survey of Income and Program Participation (SIPP) which span the calendar time when many states began adopting welfare waivers. For its descriptors of local labor market conditions, the project uses skill specific measures of wages and employment opportunities for counties. We estimate models for levels of female headship and proportional hazard models for entry and exit from female headship. In the hazards, we employ stratified Cox partial likelihood methods and investigate the use of state fixed effects or state stratified hazard models to control for unmeasured state influences. Based on data through 1995, we find limited evidence that workencouraging waivers had a beneficial effect by reducing female headship of families. We find little evidence that family caps, teenage coresidence requirements or termination limits will reduce the number of single-parent families.View Full Paper PDF
