    Gross Job Flows and Firms

    This paper extends the work of Dunne, Roberts, and Samuelson (3) and Davis, Haltiwanger, and Schuh (2) on gross job flows among manufacturing plants. Gross job creation, destruction, and reallocation have been shown to be important in understanding the birth, growth, and death of plants, and the relation of plant life cycles to the business cycle. However, little is known about job flows between firms or how job flows among plants occur within firms (corporate restructuring). We use information on company organization from the Longitudinal Research database (LRD) to investigate the relationship between plant-level and firm-level job flows. We document: (1) the fraction of plant-level gross job flows occurring between firms; and (2) gross job flows by the extent of excess job reallocation occurring in firms.

    MEASURES OF JOB FLOW DYNAMICS IN THE U.S.*

    This paper uses the new Longitudinal Establishment and Enterprise Microdata (LEEM) at CES to investigate gross and net job flows for the U. S. economy. Much of the previous work on U.S. job flows has been based on analysis of the Longitudinal Research Database (LRD), which is limited to establishments in the manufacturing sector. The LEEM is the first high-quality, nationwide, comprehensive database for both manufacturing and non-manufacturing that is suitable for measuring annual job flows. We utilize the LEEM data to measure recent gross and net job flows for the entire U. S. economy. We then examine the relationships between firm size, establishment size, and establishment age, and investigate differences resulting from use of two alternative methods for classification of job flows by size of firm and establishment. Cell-based regression analysis is used to help distinguish among the effects of age, firm size, and establishment size on gross and net job flows in existing establishments. We find that gross job flow rates decline with age, and with increasing establishment size when controlling for age differences, whether initial size or mean size classification is utilized. Firm size differences contribute little or nothing additional when establishment size and age are controlled for. However, the relationship of net job growth to business size is very sensitive to the size classification method, even when data and all other methodology are identical. When mean size classification is used, the coefficient on establishment size for net job growth is generally positive, but when initial size is used, this coefficient is negative. These results shed light on some of the apparently conflicting findings in the literature on the relationship between net growth and the size of businesses.

    Job Reallocation And The Business Cycle: New Facts An Old Debate

    This paper provides new facts on the nature of job reallocation over the business cycle, and addresses the question of whether reallocation causes recessions or recessions cause reallocation. Although we do not resolve the question of causality, two general findings emerge that advance our understanding of job reallocation and business cycles. First, much of the cyclical fluctuation in gross job flows occurs in larger plants with relatively moderate employment growth that tends to be transitory, especially at medium-term horizons (up to five years). Unusually large employment growth rates, especially plant startups and shutdowns, are primarily small-plant phenomena and tend to be permanent, less cyclical, and occur later in recessions. Further, high job flow rates occur primarily in plants previously experiencing sharp employment contractions or expansions. Second, key variables that should determine the allocation factors of production across plants and sectors do in fact appear to be related to gross job flows, particularly job destruction. Relative prices, productivity, and investment exhibit time series correlations with job reallocation that suggest that allocative driving forces may contribute significantly to business cycle fluctuations.

    Longitudinal Establishment And Enterprise Microdata (LEEM) Documentation

    This paper introduces and documents the new Longitudinal Enterprise and Establishment Microdata (LEEM) database, which has been constructed by Census' Economic Planning and Coordination Division under contract to the Office of Advocacy of the U.S. Small Business Administration. The LEEM links three years (1990, 1994, and 1995) of basic data for each private sector establishment with payroll in any of those years, along with data on the firm to which the establishment belongs each year. The LEEM data will facilitate both broader and more detailed analysis of patterns of job creation and destruction in the U.S., as well as research on the structure and dynamics of U.S. businesses. This paper provides documentation of the construction of LEEM data, summary data on most variables in the database, comparisons of the annual data with that of the nearly identical County Business Patterns, and distributions of establishments and their employment by the size of their firms. This is followed by a simple analysis of changes over time in the attributes of surviving establishments, and a brief discussion of turnover (business births and deaths) in the population and gross changes in employment associated with both establishment turnover and with surviving establishments. It concludes with a summary of the strengths and weaknesses of the LEEM.

    The Contribution Of Establishment Births And Deaths To Employment Growth

    The purpose of this paper is to examine how establishment births and deaths contribute to job creation, job destruction, and net employment growth at different frequencies of measurement. The longitudinal data are constructed from quarterly unemployment insurance microdata, and are essentially a census of establishments in all industries. Defining establishment births and deaths turns out to be an exercise in how to use cross-sectional administrative data for longitudinal research purposes. The analysis of job flows indicates that the frame is relatively small but certainly non-trivial, whereas births and deaths account for roughly half of all jobs created and destroyed on a triennial time frame.     Technology and Jobs: Secular Changes and Cyclical Dynamics

    In this paper, we exploit plant-level data for U.S. manufacturing for the 1970s and 1980s to explore the connections between changes in technology and the structure of employment and wages. We focus on the nonproduction labor share (measured alternatively by employment and wages) as the variable of interest. Our main findings are summarized as follows: (i) aggregate changes in the nonproduction labor share at annual and longer frequencies are dominated by within plant changes; (ii) the distribution of annual within plant changes exhibits a spike at zero, tremendous heterogeneity and fat left and right tails; (iii) within plant secular changes are concentrated in recessions; and (iv) while observable indicators of changes in technology account for a significant fraction of the secular increase in the average nonproduction labor share, unobservable factors account for most of the secular increase, most of the cyclical variation and most of the cross sectional heterogeneity.

    A Guide To R&D Data At The Center For Economic Studies U.S. Bureau Of THe Census

    The National Science Foundation R&D Survey is an annual survey of firms' research and development expenditures. The survey covers 3000 firms reporting positive R&D. This paper provides a description of the R&D data available at the Center for Economic Studies (CES). The most basic data series available contains the original survey R&D data. It covers the years 1972-92. The remaining two series, although derived from the original files, specialize in particular items. The Mandatory Series contains required survey items for the years 1973-88. Items reported at firms' discretion are in the Voluntary Series, which covers the years 1974-89. Both of the derived series incorporate flags that track quality of the data. Both also include corrections to the data based on original hard copy survey evidence stored at CES. In addition to describing each dataset, we offer suggestions to researchers wishing to use the R&D data in exploring various economic issues. We report selected response rates, discuss the survey design, and provide hints on how to use the data.

    The Financial Performance of Whole Company LBOs

    Using the previously untapped Census Quarterly Financial Report (QFR) file, we explored the financial performance of a large unbiased sample of 209 leveraged buyouts (LBOs) and 48 going private transactions occurring between 1978 and 1989. Our principal findings are: First, we confirm previous work showing that LBOs substantially increase operating performance and reduce taxes. Second, we find that the operating performance gains are sustained for three years. However, there is a significant drop in performance in the fourth and fifth years. Performance in these years is not significantly above the pre- LBO level. Third, total debt to assets displays only a slight insignificant downward trend. Thus, high debt remains after the drop in performance. Fourth, we find evidence that the performance gains decline in the mid- to late 1980s, with the exception of 1989. Fifth, the data suggest that LBOs target typical firms. The only significant pre-LBO firm characteristic was lower bank debt relative to nonbank debt. Sixth, we identify a number of factors that differentiate LBO performance. Performance tends to be higher when pre-LBO performance is low and the firm is classified as a large R&D performer. Conversely, management buyouts and buyouts involving extensive restructuring did not outperform other buyouts. Finally, we observe a clear linkage between debt and performance, since nonleveraging going-private deals have significantly lower performance than LBOs.

    This paper presents a new method for use in the construction of hybrid regional input-output tables, based primarily on individual returns from the Census of Manufactures. Using this method, input- output tables can be completed at a fraction of the cost and time involved in the completion of a full survey table. Special attention is paid to secondary production, a problem often ignored by input-output analysts. A new method to handle secondary production is presented. The method reallocates the amount of secondary production and its associated inputs, on an establishment basis, based on the assumption that the input structure for any given commodity is determined not by the industry in which the commodity was produced, but by the commodity itself -- the commodity-based technology assumption. A biproportional adjustment technique is used to perform the reallocations.

    LBOs, Debt And R&D Intensity

    This paper details the impact of debt on R&D intensity for firms undergoing a leveraged buyout (LBO). We develop seven hypotheses based on capital market imperfection theories and agency theory. To test these hypotheses, we compare 72 R&D performing LBOs with 3329 non-LBO control observations and 126 LBOs with little or no R&D expenditures. The regressions yield four statistically significant major findings. First, pre-LBO R&D intensity is roughly one-half of the overall manufacturing mean and two-thirds of the firm's industry mean. Second, LBOs cause R&D intensity to drop by 40 percent. Third, large firms tend to have smaller LBO- related declines in R&D intensity. Fourth, R&D intensive LBOs outperform both their non-LBO industry peers and other LBOs without R&D expenditures.
