Working PaperFirms and Layoffs: The Impact of Unionization on Involuntary Job Loss

This paper focuses on the impact of unionization on involuntary job loss using establishment data from the 1997 National Employer Survey (NES-II) and merging those data with contextual data at the industry level as well as with local labor market data. The estimated logit models included information on unionization rates and employment security provisions present in collective bargaining agreements as factors influencing layoff rates for individual establishments, controlling for establishment size, firm structure, use of non-regular employees, product/service demand and local employment. Results show that the impact of unionization is not significant except for (1) establishments that operate in the non-manufacturing sector; and (2) establishments operating in industries that have major collective bargaining agreements which contain moderate employment security provisions. Under those conditions, unionization decreases layoff rates; otherwise, unionization has no effect on layoff rates. These results provide some evidence that unions may have placed increased emphasis on employment security in order to protect members against involuntary job loss. This is in contrast to earlier studies which found a positive relationship between unionization and layoffs. In addition, establishments in Right-to-Work states have higher rates of involuntary job loss.View Full Paper PDF

Working PaperThe Impact of Minimum Wages on Job Training: An Empirical Exploration with Establishment Data

Human capital theory suggests that workers may finance on-the-job training by accepting lower wages during the training period. Minimum wage laws could reduce job training, then, to the extent they prevent low-wage workers from offering sufficient wage cuts to finance training. Empirical findings on the relationship between minimum wages and job training have failed to reach a consensus. Previous research has relied primarily on survey data from individual workers, which typically lack both detailed measures of job training and important information about the characteristics of firms. This study addresses the issue of minimum wages and on-the-job training with a unique employer survey. We find no evidence indicating that minimum wages reduce the average hours of training of trained employees, and little to suggest that minimum wages reduce the percentage of workers receiving training.View Full Paper PDF

Working PaperPRODUCTIVITY AND ACQUISITIONS IN U.S. COAL MINING

This paper extends the literature on the productivity incentives for mergers and acquisitions. We develop a stochastic matching model that describes the conditions under which a coal mine will change owners. This model suggests two empirically testable hypotheses: i. acquired mines will exhibit low productivity prior to being acquired relative to non-acquired mines and ii. extant acquired mines will show post-acquisition productivity improvements over their pre-acquisition productivity levels. Using a unique micro data set on the universe of U.S. coal mines observed from 1978 to 1996, it is estimated that acquired coal mines are significantly less productive than non-acquired mines prior to having been acquired. Additionally, there is observable and significant evidence of post-acquisition productivity improvements. Finally, it is found that having been acquired positively and significantly influences the likelihood that a coal mine fails.View Full Paper PDF

Working PaperThe Structure Of Technology, Substitution, And Productivity In The Interstate Natural Gas Transmission Industry Under The NGPA Of 1978

The structure of production in the natural gas transmission industry is estimated using the dual restricted cost function based on panel data for twenty four firms. A standard translog variable cost function with firm fixed effects is augmented with controls for capacity utilization, technical change, and shifting regulatory regimes. During the implementation of the Natural Gas Policy Act (NGPA), 1978-1985, the industry exhibited no significant increase in productivity, largely attributable to the decline in output for the industry. Regulatory efforts to promote voluntary non-contract transmission appear to have enabled some firms to mitigate the overall industry productivity stagnation. The NGPA instituted a complex schedule of partial and gradual decontrol of natural gas prices at the well head. This form of deregulation costs natural gas producers over $100 billion in lost revenues, relative to immediate and full price deregulation. However, the transmission firms benefited by paying $1.5 billion less for natural gas than they would have under total deregulation. The benefits to consumers, totaling $98.7 billion, were unevenly distributed. On average, for the 1978-1985 period, utilities, commercial, and industrial users paid less for their gas than they would have under total decontrol and residential users paid $8.6 billion more.
