Destructive Creation at Work: How Financial Distress Spurs Entrepreneurship

Using US Census employer-employee matched data, I show that employer financial
distress accelerates the exit of employees to found start-ups. This effect is particularly evident when distressed firms are less able to enforce contracts restricting employee mobility into competing firms. Entrepreneurs exiting financially distressed employers earn higher wages prior to the exit and after founding start-ups, compared to entrepreneurs exiting non-distressed firms. Consistent with distressed firms losing higher-quality workers, their start-ups have higher average employment and payroll growth. The results suggest that the social costs of distress might be lower than the private costs to financially distressed firms.

Going Entrepreneurial? IPOs and New Firm Creation

Using matched employee-employer US Census data, we examine the effect of a successful initial public offering (IPO) on employee departures to startups. Accounting for the endogeneity of a firm's choice to go public, we find strong evidence that going public induces employees to leave for start-ups. Moreover, we document that the increase in turnover following an IPO is driven by employees departing to start-ups; we find no change in the rate of employee departures for established firms. We present evidence that, following an IPO, many employees who received stock grants experience a positive shock to their wealth which allows them to better tolerate the risks associated with joining a startup or to obtain funding. Our results suggest that the recent declines in IPO activity and new firm creation in the US may be causally linked. The recent decline in IPOs means fewer workers may move to startups, decreasing overall new firm creation in the economy.

Labor Reallocation, Employment, and Earnings: Vector Autoregression Evidence

Analysis of the labor market has given increasing attention to the reallocation of jobs across employers and workers across jobs. However, whether and how job reallocation and labor market 'churn' affects the health of the labor market remains an open question. In this paper, we present time series evidence for the U.S. 1993-2013 and consider the relationship between labor reallocation, employment, and earnings using a vector autoregression (VAR) framework. We find that an increase in labor market churn by 1 percentage point predicts that, in the next quarter, employment will increase by 100 to 560 thousand jobs, lowering the unemployment rate by 0.05 to 0.25 percentage points. Job destruction does not predict future changes in employment but a 1 percentage point increase in job destruction leads to an increase in future unemployment 0.14 to 0.42 percentage points. We find mixed results on the relationship between labor reallocation rates and earnings: we nd that, especially for earnings derived from administrative records data, a 1 percentage point increase to either job destruction or churn leads to increased earnings of less than 2 percent. Results vary substantially depending on the earnings measure we use, and so the evidence inconsistent on whether productivity-enhancing aspects of churn and job destruction provide earnings gains for workers in aggregate. Our findings on churn leading to increased employment and a lower unemployment rate are consistent with models of replacement hiring and vacancy chains.

Job-to-Job Flows and Earnings Growth*

The U.S. workforce has had little change in real wages, income, or earnings since the year 2000. However, even when there is little change in the average rate at which workers are compensated, individual workers experienced a distribution of wage and earnings changes. In this paper, we demonstrate how earnings evolve in the U.S. economy in the years 2001-2014 on a forthcoming dataset on earnings for stayers and transitioners from the U.S. Census Bureau's Job-to-Job Flows data product to account for the role of on-the-job earnings growth, job-to-job flows, and nonemployment in the growth of U.S. earnings.

Differences in Self-employment Duration by Year of Entry & Pre-entry

Self-employment is associated with entrepreneurship and a motivation to pursue an opportunity. Previous research indicates that people also become self-employed because of limited opportunities in the wage sector. Using a unique set of data that links the American Community Survey to Form 1040 and W-2 records, this paper extends the existing literature by examining self-employment duration for five consecutive entry cohorts, including two cohorts who entered self-employment during the Great Recession. Severely limited labor market opportunities may have driven many in the recession cohorts to enter self-employment, while those entering self-employment during the boom may have been pursuing opportunities under favorable market conditions. To more explicitly test the concept of "necessity" versus "opportunity" self-employment, we also examine the pre-entry wage labor attachment of entrants. Specifically, we ask whether an association exists between wage labor attachment and the duration of self-employment. We also explore whether the demographic/socio-economic characteristics and self-employment exit behavior of the cohorts are different, and if so, how. We find evidence consistent with the existence of "necessity" vs. "opportunity" self-employment types.

Measuring the Effects of the Tipped Minimum Wage Using W-2 Data

While an extensive literature exists on the effects of federal and state minimum wages, the minimum wage received by tipped workers has received less attention. Researchers have found it difficult to capture the hourly wages of tipped workers and thus assess the economic effects of the tipped minimum wage. In this paper, I present a new measure of hourly wages for tipped servers (wait staff and bartenders) using linked W-2 and survey data. I estimate the effect of tipped minimum wages on the wages and hourly tips of servers, as well as server employment and hours worked. I find that higher mandatory tipped minimum wages increase that portion of wages paid by employers, but decrease tip income by a similar percentage. I also find evidence that employment increases over lower values of the tipped minimum wage and then decreases at higher values. These results are consistent with a monopsony model of server employment. The wide variance of tipped minimum wages compared to non-tipped minimums provide insight into monopsony effects that may not be discernible over a smaller range of minimum wage values.

Entrepreneurial teams' acquisition of talent: a two-sided approach

While it is crucial for startups to hire high human capital employees, little is known about what drives the hiring decisions. Considering the stakes for both startups and their hires (i.e., joiners), we examine the phenomenon using a two-sided matching model that explicitly reveals the preferences of each side. We apply the model to a sample of startups from five technological manufacturing industries while examining a range of variables grounded in prior work on startup human capital. The analysis is based on the Longitudinal Employer Household dynamics from the U.S. Census Bureau. Our findings indicate that, in the context of entrepreneurship, both startups and joiners rely heavily on signals of quality. Further, quality considerations that are important for the match play a minimal role in determining earnings. Our approach refines our understanding of how entrepreneurial human capital evolves.

The EITC over the business cycle: Who benefits?

In this paper, I examine the impact of the Great Recession on Earned Income Tax Credit (EITC) eligibility. Because the EITC is structurally tied to earnings, the direction of this impact is not immediately obvious. Families who experience complete job loss for an entire tax year lose eligibility, while those experiencing underemployment (part-year employment, a reduction in hours, or spousal unemployment in married households) may become eligible. Determining the direction and magnitude of the impact is important for a number of reasons. The EITC has become the largest cash-transfer program in the U.S., and many low-earning families rely on it as a means of support in tough times. The program has largely been viewed as a replacement for welfare, enticing former welfare recipients into the labor force. However, the effectiveness of the EITC during a period of very high unemployment has not been assessed. To answer these questions, I first use the Current Population Survey (CPS) matched to Internal Revenue Service data from tax years 2005 to 2010 to assess patterns of employment and eligibility over the Great Recession for different labor-force groups. Results indicate that overall, EITC eligibility increased over the recession, but only among groups that were cushioned from total household earnings loss by marriage. I also use the 2006 CPS matched to tax data from 2005 through 2011 to examine changes in eligibility experienced by individuals over time. In assessing three competing causes of eligibility loss, I find that less-educated, unmarried women experienced a greater hazard of eligibility loss due a yearlong lack of earnings compared with other labor-market groups. I discuss the implications of these findings on the view of the EITC as a safety-net program.

It's Where You Work: Increases In Earnings Dispersion Across Establishments And Individuals In The U.S.

This paper links data on establishments and individuals to analyze the role of establishments in the increase in inequality that has become a central topic in economic analysis and policy debate. It decomposes changes in the variance of ln earnings among individuals into the part due to changes in earnings among establishments and the part due to changes in earnings within-establishments and finds that much of the 1970s-2010s increase in earnings inequality results from increased dispersion of the earnings among the establishments where individuals work. It also shows that the divergence of establishment earnings occurred within and across industries and was associated with increased variance of revenues per worker. Our results direct attention to the fundamental role of establishment-level pay setting and economic adjustments in earnings inequality.

Changes in EITC Eligibility and Participation, 2005'2009

The rate of participation in the Earned Income Tax Credit (EITC) has been widely studied, but changes over time in eligibility for the credit have received less attention. One question of importance to policy-makers is whether (or by how much) eligibility might increase during economic downturns. The EITC is fundamentally tied to work. During periods of high unemployment, eligibility may decrease due to a lower number of workers - especially low-skilled workers - filing for a given tax year. On the other hand, family structure and underemployment may lead to increases in eligibility. For example, earners may become eligible when a two-earner family loses one job or when an earner works part of the year or fewer hours. Using IRS tax data linked with the Current Population Survey Annual Social and Economic Supplement (CPS ASEC), I examine changes in EITC eligibility and take-up between tax years 2005 and 2009, during which time the Great Recession began and ended. Employing fixed-effects models, I assess patterns of eligibility among demographic groups based on characteristics that also predict labor market outcomes. Results indicate that, in a period when overall EITC eligibility rates increased, the state unemployment rate had a significant positive effect on eligibility and a significant negative effect on take-up. Meanwhile, although joint filers, those with more children, and men experienced increasing rates of eligibility, those with less education experienced decreasing rates. Results point to the possibility that labor market groups who experienced the highest rates of unemployment in the recession may have become ineligible due to full-year job loss.
