    Entry, Expansion, and Intensity in the U.S. Export Boom, 1987-1992

    U.S. exports grew at a rate of 10.3% per year from 1987-1992, far faster than the economy as a whole and faster than in any other five year period since 1960. This paper examines the sources of the export boom considering the role of entry, firm expansion and export intensity. The preponderance of the increase in exports came from increasing export intensity at existing exporters rather than from new entry into exporting. The small role of entry relative to export intensity offers support for the importance of sunk costs in the export market. In addition, we consider competing explanations for the rise in exports using a comprehensive plant level data set. Changes in exchange rates and rises in foreign income were the dominant sources for the export increase, while productivity increases in U.S. plants played a relatively small role.

    Does Firms' Financial Status Affect Plant-Level Investment and Exit Decisions?

    This paper investigates the influence of a firm's financial status on the within-firm allocation of funds, reflected in its plant-level investment and exit decisions. In the empirical analysis, financial status is measured by both standard measures and an indicator variable recently suggested by Kaplan and Zingales. Based on these firm-level financial variables and on planet-level investment and production data from the U.S. Census Bureau's Longitudinal Research Database(LRD), econometric models of plant operating regimes are estimated which summarize investment and exit decisions. The empirical evidence supports the view that firm-level financial status affects investments and market exit decisions observed at the plant level.

    Productivity Races II: The Issue of Capital Measurement

    This paper explores the role of capital measurement in determining the productivity of individual textile plants. In addition to gross book value of capital, we experiment with a perpetual inventory measure of capital and implicit (estimated) deflator associated with the age of the plant. Following the methodology of the earlier paper (Productivity Races I), we find that measures of productivity constructed from different measures of capital are highly correlated. Further, their association with alternative measures of economic performance is approximately the same. Nevertheless, the perpetual inventory measure of capital -- the most desirable measure from a theoretical perspective -- does consistently outperform the other two measures.

    Efficiency of Bankrupt Firms and Industry Conditions: Theory and Evidence

    We show that the incentives to reorganize inefficient firms and redeploy their assets depend on the change in industry output and industry characteristics. We use plant-level data to investigate the productivity of Chapter 11 bankrupt firms and asset-sale and closure decisions. We find no evidence of bankruptcy costs in industries with declining output growth, where most bankruptcies occur. In declining industries, bankrupt firms' plants are not less productive than industry averages and do not decline in productivity while in Chapter 11. In these industries, Chapter 11 appears to be a mechanism for fostering exit of capacity. In high-growth industries, there is some limited evidence of productivity declines while in Chapter 11 for a subsample of firms that remain in Chapter 11 for four or more years. Examining asset sales and closures by bankrupt firms and their competitors, we find that Chapter 11 status is of limited importance in predicting these decisions once industry and plant characteristics are taken into account. More generally, the findings imply that Chapter 11 may involve few real economic costs, and that industry effects and sample selection issues are very important in evaluating the performance of bankrupt firms.

    The Pollution Abatement Costs and Expenditures Survey (PACE) is an annual survey of manufacturing establishment=s operating costs and capital investment expenditures for pollution abatement purposes. This paper provides a description and evaluation of the PACE micro data available at the Center for Economic Studies (CES). The paper provides an overview of the survey, how the sample is drawn, how the survey questionnaire has changed over time, an assessment of the data quality, and suggestions for the use of the data, as well as its limitations. Also included are suggestions for modifying the survey design and data processing procedures. The PACE data series, linked to the economic data in CES= Longitudinal Research Database (LRD), covers the years 1979-1993, excluding 1983 and 1987.

    The Missing Link: Technology, Productivity, and Investment

    This paper examines the relationship between productivity, investment, and age for over 14,000 plants in the U.S. manufacturing sector in the 1972-1988 period. Productivity patterns vary significantly due to plant heterogeneity. Productivity first increases and then decreases with respect to plant age, and size and industry are systematically correlated with productivity and productivity growth. However, there is virtually no observable relationship between investment and productivity or productivity growth. Overall, the results indicate that plant heterogeneity and fixed effects are more important determinants of observable productivity patterns than sunk costs or capital reallocation.     Pollution Abatement Costs, Regulation And Plant-Level Productivity

    We analyze the connection between productivity, pollution abatement expenditures, and other measures of environmental regulation for plants in three industries (paper, oil, and steel). We examine data from 1979 to 1990, considering both total factor productivity levels and growth rates. Plants with higher abatement cost levels have significantly lower productivity levels. The magnitude of the impact is somewhat larger than expected: $1 greater abatement costs appears to be associated with the equivalent of $1.74 in lower productivity for paper mills, $1.35 for oil refineries, and $3.28 for steel mills. However, these results apply only to variation across plants in productivity levels. Estimates looking at productivity variation within plants over time, or estimates using productivity growth rates show a smaller (and insignificant) relationship between abatement costs and productivity. Other measures of environmental regulation faced by the plants (compliance status, enforcement activity, and emissions) are not significantly related to productivity.

    LBOs, Debt And R&D Intensity

    This paper details the impact of debt on R&D intensity for firms undergoing a leveraged buyout (LBO). We develop seven hypotheses based on capital market imperfection theories and agency theory. To test these hypotheses, we compare 72 R&D performing LBOs with 3329 non-LBO control observations and 126 LBOs with little or no R&D expenditures. The regressions yield four statistically significant major findings. First, pre-LBO R&D intensity is roughly one-half of the overall manufacturing mean and two-thirds of the firm's industry mean. Second, LBOs cause R&D intensity to drop by 40 percent. Third, large firms tend to have smaller LBO- related declines in R&D intensity. Fourth, R&D intensive LBOs outperform both their non-LBO industry peers and other LBOs without R&D expenditures.

    THE AGGREGATE IMPLICATIONS OF MACHINE REPLACEMENT: THEORY AND EVIDENCE

    This paper studies an economy in which producers incur resource costs to replace depreciated machines. The process of costly replacement and depreciation creates endogenous fluctuations in productivity, employment and output of a single producer. We also explore the spillover effects of machine replacement on other sectors of the economy and provide conditions for synchronized machine replacement by multiple, independent producers. The implications of our model are generally consistent with observed monthly output, employment and productivity fluctuations in automobile plants. Synchronization of retooling across plants within the auto industry is widespread so that the fluctuations observed at the plant level have aggregate implications.

    The Structure Of Technology, Substitution, And Productivity In The Interstate Natural Gas Transmission Industry Under The NGPA Of 1978

    The structure of production in the natural gas transmission industry is estimated using the dual restricted cost function based on panel data for twenty four firms. A standard translog variable cost function with firm fixed effects is augmented with controls for capacity utilization, technical change, and shifting regulatory regimes. During the implementation of the Natural Gas Policy Act (NGPA), 1978-1985, the industry exhibited no significant increase in productivity, largely attributable to the decline in output for the industry. Regulatory efforts to promote voluntary non-contract transmission appear to have enabled some firms to mitigate the overall industry productivity stagnation. The NGPA instituted a complex schedule of partial and gradual decontrol of natural gas prices at the well head. This form of deregulation costs natural gas producers over $100 billion in lost revenues, relative to immediate and full price deregulation. However, the transmission firms benefited by paying $1.5 billion less for natural gas than they would have under total deregulation. The benefits to consumers, totaling $98.7 billion, were unevenly distributed. On average, for the 1978-1985 period, utilities, commercial, and industrial users paid less for their gas than they would have under total decontrol and residential users paid $8.6 billion more. The NGPA and Federal Regulatory Commission oversight practices allow the transmission industry to price discriminate among customers.
