THE URBAN DENSITY PREMIUM ACROSS ESTABLISHMENTS

We use longitudinal microdata to estimate the urban density premium for U.S. establishments, controlling for observed establishment characteristics and dynamic establishment behavior. Consistent with previous studies, we estimate a density premium between 6 and 10 percent, even after controlling for establishment composition, local skill mix, and the endogeneity of location choice. More importantly, we find that the estimated density premium is realized almost entirely at birth and is constant over the life of establishments. We find little evidence that the endogenous entry or exit of establishments can account for any of the estimated density premium. We interpret our results as implying that the returns to agglomeration diffuse within a city through a reallocation channel rather than through an increase in the productivity of existing firms.

OWNER CHARACTERISTICS AND FIRM PERFORMANCE DURING THE GREAT RECESSION

Minority owned businesses are an increasing important component of the U.S. economy, growing at twice the rate of all U.S. businesses between 2002 and 2007. However, a growing literature indicates that minority-owned businesses may have been especially impacted by the Great Recession. As house prices declined, foreclosures fell disproportionately on urban minority neighborhoods and one of the sources of credit for business owners was severely constrained. Using 2002-2011 data from the Longitudinal Business Database linked to the 2002 Survey of Business Owners, this paper adds to the literature by examining the employment growth and survival of minority and women employer businesses during the last decade, including the Great Recession. At first glance, our preliminary findings suggest that black and women-owned businesses underperform white, male-owned businesses, that Asian-owned businesses outperform other groups, and that Hispanic-owned businesses outperform non-Hispanic ones in regards to employment growth. However, when we look only at continuing firms, black-owned businesses outperform white-owned businesses in terms of employment growth. At the same time, we also find that the recession appears to have impacted black-owned and Hispanic-owned businesses more severely than their counterparts, in terms of employment growth as well as survival. This is also the case for continuing black and Hispanic-owned firms.

It's Where You Work: Increases In Earnings Dispersion Across Establishments And Individuals In The U.S.

This paper links data on establishments and individuals to analyze the role of establishments in the increase in inequality that has become a central topic in economic analysis and policy debate. It decomposes changes in the variance of ln earnings among individuals into the part due to changes in earnings among establishments and the part due to changes in earnings within-establishments and finds that much of the 1970s-2010s increase in earnings inequality results from increased dispersion of the earnings among the establishments where individuals work. It also shows that the divergence of establishment earnings occurred within and across industries and was associated with increased variance of revenues per worker. Our results direct attention to the fundamental role of establishment-level pay setting and economic adjustments in earnings inequality.

LOOKING BACK ON THREE YEARS OF USING THE SYNTHETIC LBD BETA

Distributions of business data are typically much more skewed than those for household or individual data and public knowledge of the underlying units is greater. As a results, national statistical offices (NSOs) rarely release establishment or firm-level business microdata due to the risk to respondent confidentiality. One potential approach for overcoming these risks is to release synthetic data where the establishment data are simulated from statistical models designed to mimic the distributions of the real underlying microdata. The US Census Bureau's Center for Economic Studies in collaboration with Duke University, the National Institute of Statistical Sciences, and Cornell University made available a synthetic public use file for the Longitudinal Business Database (LBD) comprising more than 20 million records for all business establishment with paid employees dating back to 1976. The resulting product, dubbed the SynLBD, was released in 2010 and is the first-ever comprehensive business microdata set publicly released in the United States including data on establishments employment and payroll, birth and death years, and industrial classification. This pa- per documents the scope of projects that have requested and used the SynLBD.

Industrial Concentration of Ethnic Minority- and Women-Owned Businesses in the United States

The number of ethnic minority and women-owned businesses has increased rapidly during the past few decades. However, the characteristics of these businesses and their owners differ by race, ethnicity, and gender. Using a confidential national survey of ethnic minority and women-owned businesses in the United States, this study examines ethnic minority- and women-owned businesses segmented by industrial sectors. Consistent with gender occupational segregation, male- and female- owned businesses have distinctive sectoral concentration patterns, with ethnic minority women- owned businesses highly concentrated in a limited number of industrial sectors. However, the relationship between business sectoral concentration and business performance is not uniform across ethnic and gender groups. Concentration in specific industrial sectors does not necessarily mean poor performance when measured by sales, size of employment or payrolls. However, for women-owned businesses, those sectors obviously pay less and have marginal profits, especially if considering the size of the firms.

DO LOCAL MANAGERS GIVE LABOR AN EDGE?

Based on the psychological theory of place attachments, native local managers should be more rooted in their communities than non-locals and should act accordingly. Consistent with this, local managers are 33% less likely to lay of employees than their non-local industry peers following industry distress. Additionally, when managers are forced to lay off employees, establishments near managers' homes are less likely to experience layoffs than those located elsewhere. Locals pay for these higher employment levels by spending cash, cutting investment, and selling assets. While there is no direct evidence that labor-friendly policies of locals have a differential impact on firm performance or value, only locals with weaker incentives implement these policies, suggesting that favoritism by locals may be suboptimal. Taken together these results suggest that managerial preferences impact corporate employment decisions.

The Census Bureau recently conducted a survey of management practices in over 30,000 plants across the US, the first large-scale survey of management in America. Analyzing these data reveals several striking results. First, more structured management practices are tightly linked to better performance: establishments adopting more structured practices for performance monitoring, target setting and incentives enjoy greater productivity and profitability, higher rates of innovation and faster employment growth. Second, there is a substantial dispersion of management practices across the establishments. We find that 18% of establishments have adopted at least 75% of these more structured management practices, while 27% of establishments adopted less than 50% of these. Third, more structured management practices are more likely to be found in establishments that export, who are larger (or are part of bigger firms), and have more educated employees. Establishments in the South and Midwest have more structured practices on average than those in the Northeast and West. Finally, we find adoption of structured management practices has increased between 2005 and 2010 for surviving establishments, particularly for those practices involving data collection and analysis.

Evaluating the Impact of MEP Services on Establishment Performance: A Preliminary Empirical Investigation

This work examines the impact of manufacturing extension services on establishment productivity. It builds on an earlier study conducted by Jarmin in the 1990s, by matching the Census of Manufacturers (CMF) with the Manufacturing Extension Partnership (MEP) customer and activity datasets to generate treatment and comparison groups for analysis. The scope of the study is the period 1997 to 2002, which was a period of economic downturn in the manufacturing sector and budgetary challenges for the MEP. The paper presents some preliminary findings from this analysis. Both lagged dependent variable (LDV) and difference in difference (DiD) models are employed to estimate the relationship between manufacturing extension and labor productivity. The results presented are inconclusive and paint a mixed picture as they demonstrate the benefits and limitations of using Census microdata in program evaluation. They also point to the need to conduct analyses that could help to better understand the dynamic impact of MEP services.

Modeling Single Establishment Firm Returns to the 2007 Economic Census

The Economic Census is one of the most important activities that the U.S. Census Bureau performs. It is critical for updating firm ownership/structure and industry information for a large number of businesses in the Census Bureau's Business Register, impacting most other economic programs. Also, it feeds into Bureau of Economic Analysis products, such as benchmark inputoutput accounts and Gross Domestic Product. The overall check-in rate for the 2007 Economic Census was just over 86%. Establishments owned by multi-location companies returned over 90% of their forms, as compared to the roughly two million single-establishment firms sampled in the Census that returned just over 80%. We model the check-in rate for single-establishment firms by using a large number of variables that might be correlated with whether or not a firm returns a form in the Economic Census. These variables are broadly categorized as the characteristics of firms, measures of external factors, and features of the survey design. We use the model for two purposes. First, by including many of the factors that may be correlated with returns we aim to focus limited advertising and outreach resources to low-return segments of the population. Second, we use the model to investigate the efficacy of an unplanned intervention expected to increase return rates: using certified mailing for one of the form follow-ups.

Impacts of Central Business District Location: A Hedonic Analysis of Legal Service Establishments

This analysis examines the business impacts on law firms of locating in Central Business Districts (CBDs) in major U.S. cities. Specifically, we measure the price premium that law firms pay to locate in CBDs. Using micro-level data from the 1992 and 2007 Census of Services, we find that after controlling for firm size, firm specialization characteristics, and MSA and county attributes, law firms within CBDs pay about 15 to 20 percent more in overhead compared to those firms outside CBDs ' a result consistent across time between 1992 and 2007. When including an important additional measure of firm quality, however, we find that this impact is reduced to about 7 to 9 percent, but still statistically significant. Additional results show that there is a significant correlation between firm quality and CBD location. We also find that firm size and firm specialization measures are important factors in the choice to locate within CBDs. We argue that these results indicate that CBD location for law firms may serve as networking, quality sorting, and branding mechanisms.
