Maternal and Infant Health Inequality: New Evidence from Linked Administrative Data

We use linked administrative data that combines the universe of California birth records, hospitalizations, and death records with parental income from Internal Revenue Service tax records and the Longitudinal Employer-Household Dynamics file to provide novel evidence on economic inequality in infant and maternal health. We find that birth outcomes vary nonmonotonically with parental income, and that children of parents in the top ventile of the income distribution have higher rates of low birth weight and preterm birth than those in the bottom ventile. However, unlike birth outcomes, infant mortality varies monotonically with income, and infants of parents in the top ventile of the income distribution---who have the worst birth outcomes---have a death rate that is half that of infants of parents in the bottom ventile. When studying maternal health, we find a similar pattern of non-monotonicity between income and severe maternal morbidity, and a monotonic and decreasing relationship between income and maternal mortality. At the same time, these disparities by parental income are small when compared to racial disparities, and we observe virtually no convergence in health outcomes across racial and ethnic groups as income rises. Indeed, infant and maternal health in Black families at the top of the income distribution is markedly worse than that of white families at the bottom of the income distribution. Lastly, we benchmark the health gradients in California to those in Sweden, finding that infant and maternal health is worse in California than in Sweden for most outcomes throughout the entire income distribution.

Age, Sex, and Racial/Ethnic Disparities and Temporal-Spatial Variation in
Excess All-Cause Mortality During the COVID-19 Pandemic: Evidence from Linked Administrative and Census Bureau Data

Research on the impact of the COVID-19 pandemic in the United States has highlighted substantial racial/ethnic disparities in excess mortality, but reports often differ in the details with respect to the size of these disparities. We suggest that these inconsistencies stem from differences in the temporal scope and measurement of race/ethnicity in existing data. We address these issues using death records for 2010 through 2021 from the Social Security Administration, covering the universe of individuals ever issued a Social Security Number, linked to race/ethnicity responses from the decennial census and American Community Survey. We use these data to (1) estimate excess all-cause mortality at the national level and for age-, sex-, and race/ethnicity-specific subgroups, (2) examine racial/ethnic variation in excess mortality over the course of the pandemic, and (3) explore whether and how racial/ethnic mortality disparities vary across states.

Metropolitan Segregation: No Breakthrough in Sight

The 2020 Census offers new information on changes in residential segregation in metropolitan regions across the country as they continue to become more diverse. We take a long view, assessing trends since 1980 and extrapolating to the future. These new data mostly reinforce patterns that were observed a decade ago: high but slowly declining black-white segregation, and less intense but hardly changing segregation of Hispanics and Asians from whites. Enough time has passed since the civil rights era of the 1960s and 1970s to draw this conclusion: segregation will continue to divide Americans well into the 21st Century.

The Long Run Impacts of Court-Ordered Desegregation

Court ordered desegregation plans were implemented in hundreds of US school districts nationwide from the 1960s through the 1980s, and were arguably the most substantive national attempt to improve educational access for African American children in modern American history. Using large Census samples that are linked to Social Security records containing county of birth, we implement event studies that estimate the long run effects of exposure to desegregation orders on human capital and labor market outcomes. We find that African Americans who were relatively young when a desegregation order was implemented in their county of birth, and therefore had more exposure to integrated schools, experienced large improvements in adult human capital and labor market outcomes relative to Blacks who were older when a court order was locally implemented. There are no comparable changes in outcomes among whites in counties undergoing an order, or among Blacks who were beyond school ages when a local order was implemented. These effects are strongly concentrated in the South, with largely null findings in other regions. Our data and methodology provide the most comprehensive national assessment to date on the impacts of court ordered desegregation, and strongly indicate that these policies were in fact highly effective at improving the long run socioeconomic outcomes of many Black students.

Earnings Inequality and Immobility for Hispanics and Asians: An Examination of Variation Across Subgroups

Our analysis provides the rst disaggregated examination of earnings inequality and immobility within the Hispanic ethnic group and the Asian race group in the U.S. over the period of 2005-2015. Our analysis differentiates between long-term immigrant and native-born Hispanics and Asians relative to recent immigrants to the U.S. (post 2005) and new labor market entrants. Our results show that for the Asian and Hispanic population aged 18-45, earnings inequality is constant or slightly decreasing for the long-term immigrant and native-born populations. However, including new labor market entrants and recent immigrants to the U.S. contributes significantly to the earnings inequality for these groups at both the aggregate and disaggregated race or ethnic group levels. These findings have important implications for the measurement of inequality for racial and ethnic groups that have higher proportions of new immigrants and new labor market entrants in the U.S.

Leapfrogging the Melting Pot? European Immigrants' Intergenerational Mobility Across the 20th Century

During the early twentieth century, industrial-era European immigrants entered the United States with lower levels of education than the U.S. average. However, empirical research has yielded unclear and inconsistent evidence about the extent and pace of their integration, leaving openings for arguments that contest the narrative that these groups experienced rapid integration and instead assert that educational deficits among lower-status groups persisted across multiple generations. Here, we advance another argument, that European immigrants may have 'leapfrogged' or exceeded U.S.-born non-Hispanic white attainment by the third generation. To assess these ideas, we reconstituted three-generation families by linking individuals across the 1940 Census, years 1973, 1979, 1981-90 of the Current Population Survey, the 2000 Census, and years 2001-2017 of the American Community Survey. Results show that most European immigrant groups not only caught up with U.S.-born whites by the second generation, but surpassed them, and this advantage further increased in the third generation. This research provides a new understanding of the time to integration for 20th century European immigrant groups by showing that they integrated at a faster pace than previously thought, indicative of a process of accelerated upward mobility.

School Discipline and Racial Disparities in Early Adulthood

Despite interest in the role of school discipline in the creation of racial inequality, previous research has been unable to identify how students who receive suspensions in school differ from unsuspended classmates on key young adult outcomes. We utilize novel data to document the links between high school discipline and important young adult outcomes related to criminal justice contact, social safety net program participation, post-secondary education, and the labor market. We show that the link between school discipline and young adult outcomes tends to be stronger for Black students than for White students, and that inequality in exposure to school discipline accounts for approximately 30 percent of the Black-White disparities in young adult criminal justice outcomes and SNAP receipt.

Whose Job Is It Anyway? Co-Ethnic Hiring in New U.S. Ventures

We explore co-ethnic hiring among new ventures using U.S. administrative data. Co-ethnic hiring is ubiquitous among immigrant groups, averaging about 22.5% and ranging from 2% to 40%. Co-ethnic hiring grows with the size of the local ethnic workforce, greater linguistic distance to English, lower cultural/genetic similarity to U.S. natives, and in harsher policy environments for immigrants. Co ethnic hiring is remarkably persistent for ventures and for individuals. Co-ethnic hiring is associated with greater venture survival and growth when thick local ethnic employment surrounds the business. Our results are consistent with a blend of hiring due to information advantages within ethnic groups with some taste-based hiring.

What Caused Racial Disparities in Particulate Exposure to Fall? New Evidence from the Clean Air Act and Satellite-Based Measures of Air Quality

Racial differences in exposure to ambient air pollution have declined significantly in the United States over the past 20 years. This project links restricted-access Census Bureau microdata to newly available, spatially continuous high resolution measures of ambient particulate pollution (PM2.5) to examine the underlying causes and consequences of differences in black-white pollution exposures. We begin by decomposing differences in pollution exposure into components explained by observable population characteristics (e.g., income) versus those that remain unexplained. We then use quantile regression methods to show that a significant portion of the 'unexplained' convergence in black-white pollution exposure can be attributed to differential impacts of the Clean Air Act (CAA) in non-Hispanic African American and non-Hispanic white communities. Areas with larger black populations saw greater CAA-related declines in PM2.5 exposure. We show that the CAA has been the single largest contributor to racial convergence in PM2.5 pollution exposure in the U.S. since 2000 accounting for over 60 percent of the reduction.

Factors that Influence Change in Hispanic Identification: Evidence from Linked Decennial Census and American Community Survey Data

This study explores patterns of ethnic boundary crossing as evidenced by changes in Hispanic origin responses across decennial census and survey data. We identify socioeconomic, cultural, and demographic factors associated with Hispanic response change. In addition, we assess whether changes in the Hispanic origin question between the 2000 and 2010 censuses influenced changes in Hispanic reporting. We use a unique large dataset that links a person's unedited responses to the Hispanic origin question across Census 2000, the 2010 Census and the 2006-2010 American Community Survey five-year file. We find that most of the individuals in the sample identified consistently as Hispanic regardless of changes in the wording of the Hispanic origin question. Individuals who changed in or out of a Hispanic identification, as well as those who consistently identified as non-Hispanic (of Hispanic ancestry), differed in socioeconomic and cultural characteristics from individuals who consistently reported as Hispanic. The likelihood of changing their Hispanic origin response is higher among U.S.-born individuals, those reporting mixed Hispanic and non-Hispanic ancestries, those who speak only English at home, and those who live in tracts that are predominantly non-Hispanic. Racial identification and detailed Hispanic background also influence changes in Hispanic origin responses. Finally, changes in mode and relationship to the reference person in the household are associated with changes in Hispanic origin responses, suggesting that data collection elements also can influence Hispanic origin response change.
