    Within and Across County Variation in SNAP Misreporting: Evidence from Linked ACS and Administrative Records

    This paper examines sub-state spatial and temporal variation in misreporting of participation in the Supplemental Nutrition Assistance Program (SNAP) using several years of the American Community Survey linked to SNAP administrative records from New York (2008-2010) and Texas (2006-2009). I calculate county false-negative (FN) and false-positive (FP) rates for each year of observation and find that, within a given state and year, there is substantial heterogeneity in FN rates across counties. In addition, I find evidence that FN rates (but not FP rates) persist over time within counties. This persistence in FN rates is strongest among more populous counties, suggesting that when noise from sampling variation is not an issue, some counties have consistently high FN rates while others have consistently low FN rates. This finding is important for understanding how misreporting might bias estimates of sub-state SNAP participation rates, changes in those participation rates, and effects of program participation.     THE INFLUENCES OF FOREIGN DIRECT INVESTMENTS, INTRAFIRM TRADING, AND CURRENCY UNDERVALUATION ON U.S. FIRM TRADE DISPUTES

    We use the case of a puzzling decline in U.S. firm antidumping (AD) filings to explore how firm-level economic heterogeneity within U.S. industries influences political and regulatory responses to changes in the global economy. Firms exhibit heterogeneity both within and across industries regarding foreign direct investment. We propose that firms making vertical, or resource-seeking, investments abroad will be less likely to file AD petitions. Hence, we argue, the increasing vertical FDI of U.S. firms (particularly in countries with undervalued currencies) makes trade disputes far less likely. We use firm level data to examine the universe of U.S. manufacturing firms and find that AD filers generally conduct no intrafirm trade with filed-against countries. Among U.S. MNCs, the number of AD filings is negatively associated with increases in the level of intrafirm trade for large firms. In the context of currency undervaluation, we confirm the existing finding that undervaluation is associated with more AD filings. We also find, however, that high levels of related-party imports from countries with undervalued currencies significantly decrease the numbers of AD filings. Our study highlights the centrality of global production networks in understanding political mobilization over international economic policy. [192]

    The Productivity Advantage and Global Scope of U.S. Multinational Firms

    This paper examines whether the productivity of U.S. business establishments is related to the extent to which their parent firms are globally engaged--from being an exporter to being a fledgling multinational that has taken a few cautious forays into foreign markets to being a seasoned multinational with extensive foreign operations. Theory suggests that multinationals possess proprietary assets that confer a productivity advantage over their domestically-oriented rivals, and that this advantage is positively correlated with the global scope of a firm's operations. That is, those firms with the greatest productivity advantage are able to absorb the costs and overcome the risks of operating in a wide range of foreign countries, from those where it is relatively riskfree and economical to operate, to those where it is risky, difficult, and costly. This connection between the multinational's widening of its geographic scope of operations and its productivity can be self-reinforcing. Once a multinational has successfully operated in a risky environment, it may benefit from learning effects that can lower the cost and risk of further enlargement of geographic scope. The positive correlation between a firm's global engagement and its level of productivity has already been demonstrated. This paper extends that research by testing whether the correlation holds up when productivity is measured at the level of the individual establishment, rather than at the level of the consolidated business enterprise. It also examines whether the correlation between global engagement and productivity exists in non-manufacturing industries. Finally, it examines whether linkages between the multinational's domestic and foreign operations, in the form of imports of goods by the parent company from its foreign affiliates, enhance the productivity of the multinational's domestic business establishments. The findings confirm the positive correlation between global scope and productivity and demonstrate that it holds for both manufacturing and non-manufacturing industries. The effect of imports of goods from foreign affiliates on the productivity of the establishments of their parent firm depend on the geographic location of the affiliates: Imports from affiliates in high-income countries tend to be associated with high productivity whereas those from affiliates in low-income countries tend to be associated with low productivity. The study was made possible by combining BEA enterprise-level data on the U.S. operations of U.S. multinational firms with data on all U.S. business establishments collected by the Census Bureau in the U.S. economic census covering 2002.

    On Spatial Heterogeneity in Environmental Compliance Costs

    This paper examines the extent of variation in regulatory stringency below the state level, using establishment-level data from the U.S. Census Bureau's Pollution Abatement Costs and Expenditures (PACE) survey to estimate a county-level index of environmental compliance costs (ECC). County-level variation is found to explain 11-18 times more of the variation in ECC than state-level variation alone, and the range of ECC within a state is often large. At least 34% of U.S. counties have ECC that are statistically different from their states'. Results suggest that important spatial variation is lost in state-level studies of environmental regulation.

    Multi-Product Firms and Trade Liberalization

    This paper develops a general equilibrium model of international trade that features selection across firms, products and countries. Firms' export decisions depend on a combination of firm 'productivity' and firm-product-country 'consumer tastes', both of which are stochastic and unknown prior to the payment of a sunk cost of entry. Higher-productivity firms export a wider range of products to a larger set of countries than lower-productivity firms. Trade liberalization induces endogenous reallocations of resources that foster productivity growth both within and across firms. Empirically, we find key implications of the model to be consistent with U.S. trade data.

    Civic Community in Small-Town America: How Civic Welfare is Influenced by Local Capitalism and Civic Engagement

    The aims of this paper are twofold: first, to gain a fuller understanding of factors that foster community cohesion and contribute to the residents' social and economic well-being; and, second, to move beyond previous research that used larger spatial units such as states, counties, or aggregates of counties and to focus instead on American small towns (population 2,500-20,000). The data on small towns are drawn from public-use files and from confidential microdata from various economic censuses. From these sources we construct measures of locally oriented firms, self-employment, business establishments that serve as gathering places, and associations. The local capitalism and civic engagement variables generally perform as hypothesized; in some cases they are related quite strongly to civic welfare outcomes such as income levels, poverty rates, and nonmigration rates. We discuss the advantages and disadvantages of working with place-level data and suggest some strategies for subsequent work on small towns and other incorporated places.

    Industrial Spillovers In Developing Countries: Plant-Level Evidence From Chile, Mexico And Morocco

    Recent trade and growth models have underscored the potential importance of external economies of scale. However, many of the most frequently modeled externalities have either not been measured or have been estimated with data too aggregate to be informative. In this paper, plant-level longitudinal data from Chile, Mexico and Morocco allow me to provide some of the first micro evidence on several types of external economies from plant-level production functions. The results indicate that in many industries own-industry output contributes positively to plant-level productivity. However, the effects of geographic concentration are mixed. Cross-country concentration, as measured by a geographic GINI index, often decreases productivity but within-province, same industry activity enhances it.

    This paper documents the procedure used to match firm-level data from the Quarterly Financial Reports (QFR) to plant-level (establishment) data from the Longitudinal Research Database (LRD). The resulting matched firms and their plants provide a link between a firm's financial structure and its manufacturing plants. The linked database provides a resource that researchers can use to examine the interaction of financial structure with firm decisions - including decisions such as employment, investment, mergers, and asset redeployment. Financial structure characteristics in the QFR include the composition and amount of debt claims.

    Recent Twists of the Wage Structure and Technology Diffusion

    This paper is an empirical study of the impact on U.S. wage structure of domestic technology, foreign technology, and import penetration. A model is presented which combines factor proportions theory with a version of growth theory. The model, which assumes two levels of skill, suggests that domestic technology raises both wages, while foreign technology, on a simple interpretation, lowers both. Trade at a constant technology, as usual, lowers the wage of that class of labor used intensively by the affected industry, and raises the other wage. The findings support the predictions of the model for domestic technology. On the other hand, they suggest that technological change, and perhaps other factors, have obscured the role of factor proportions in the data. Indeed, foreign technology and trade have the same effect on wages at different skill levels, not the opposite effects suggested by factor proportions. Finally, a simple diffusion story, in which foreign technology lowers all U.S. wages, is also rejected. Instead, uniformly higher U.S. wages, not lower, appear to be associated with the technology and trade of the oldest trading partners of the U.S., the economies of the West. Not so for Asia, especially the smaller countries which have recently accelerated their trade with the U.S. Their effects are uniformly negative on wages, suggesting a distinction between shock and long run effects of foreign technology and trade.

    The Influence Of Location On Productivity: Manufacturing Technology In Rural And Urban Areas

    Policies to counter the growing discrepancy between economic opportunities in rural and urban areas have focused predominantly on expanding manufacturing in rural areas. Fundamental to the design of these strategies are the relative costs of production and productivity of manufacturing in rural and urban areas. This study aims to develop information that can be used to assess the productivity of manufacturing in rural and urban areas. Production functions are estimated in the meat products and household furniture industries to investigate selected aspects of the effect of rural, small urban, and metropolitan location on productivity. The results show that the effect of location on productivity varies with industry, size, and the timing of the entry of the establishment into the industry. While the analysis is specific to two industries, it suggests that development policies targeting manufacturing can be made more effective by focusing on industries and plants with characteristics that predispose them to the locations being supported.
