Don't Quit Your Day Job: Using Wage and Salary Earnings to Support a New Business

This paper makes use of a newly constructed Census Bureau dataset that follows the universe of sole proprietors, employers and non-employers, over 10 years and links their transitions to their activity as employees earning wage and salary income. By combining administrative data on sole proprietors and their businesses with quarterly administrative data on wage and salary jobs held by the same individuals both preceding and concurrent with business startup, we create the unique opportunity to quantify significant workforce dynamics that have up to now remained unobserved. The data allow us to take a first glimpse at these business owners as they initiate business ventures and make the transition from wage and salary work to business ownership and back. We find that the barrier between wage and salary work and self-employment is extremely fluid, with large flows occurring in both directions. We also observe that a large fraction of business owners takeon both roles simultaneously and find that this labor market diversification does have implications for the success of the businesses these owners create. The results for employer transitions to exit and non-employer suggest that there is a 'don't quit your day job' effect that is present for new businesses. Employers are more likely to stay employers if they have a wage and salary job in the year just prior to the transitions that we are tracking. It is especially important to have a stable wage and salary job but there is also evidence that higher earnings from the wage and salary job makes transition less likely. For nonemployers we find roughly similar patterns but there are some key differences. We find that having recent wage and salary income (and having higher earnings from such wage and salary activity) increases the likelihood of survival. Having recent stable wage and salary income decreases the likelihood of a complete exit but increases the likelihood of transiting to be an employer. Having recent wage and salary income in the same industry as the non-employer business has a large and positive impact on the likelihood of transiting to being a non-employer business.

Estimation of Job-to-Job Flow Rates under Partially Missing Geography

Integration of data from different regions presents challenges for the calculation of entitylevel longitudinal statistics with a strong geographic component: for example, movements between employers, migration, business dynamics, and health statistics. In this paper, we consider the estimation of worker-level employment statistics when the geographies (in our application, US states) over which such measures are defined are partially missing. We focus on the recent pilot set of job-to-job flow statistics produced by the US Census Bureau's Longitudinal Employer- Household Dynamics (LEHD) program, which measure the frequency of worker movements between jobs and into and out of nonemployment. LEHD's coverage of the labor force gradually increases during the 1990s and 2000s because some states have a longer time series than others, so employment transitions involving missing states are only partially or not at all observed. We propose and implement a method for estimating national-level job-to-job flow statistics that involves dropping observed states to recover the relationship between missing states and directly tabulated job-to-job flow rates. Using the estimated relationship between the observable characteristics of the missing states and changes in the employment measures, we provide estimates of the rates of job-to-job, and job-to-nonemployment, job-to-nonemploymentto- job flows were all states uniformly available.

Firm Market Power and the Earnings Distribution

Using the Longitudinal Employer Household Dynamics (LEHD) data from the United States Census Bureau, I compute firm-level measures of labor market (monopsony) power. To generate these measures, I extend the dynamic model proposed by Manning (2003) and estimate the labor supply elasticity facing each private non-farm firm in the US. While a link between monopsony power and earnings has traditionally been assumed, I provide the first direct evidence of the positive relationship between a firm\'s labor supply elasticity and the earnings of its workers. I also contrast the semistructural method with the more traditional use of concentration ratios to measure a firm\'s labor market power. In addition, I provide several alternative measures of labor market power which account for potential threats to identification such as endogenous mobility. Finally, I construct a counterfactual earnings distribution which allows the effects of firm market power to vary across the earnings distribution. I estimate the average firm\'s labor supply elasticity to be 1.08, however my findings suggest there to be significant variability in the distribution of firm market power across US firms, and that dynamic monopsony models are superior to the use of concentration ratios in evaluating a firm\'s labor market power. I find that a one-unit increase in the labor supply elasticity to the firm is associated with wage gains of between 5 and 18 percent. While nontrivial, these estimates imply that firms do not fully exercise their labor market power over their workers. Furthermore, I find that the negative earnings impact of a firm\'s market power is strongest in the lower half of the earnings distribution, and that a one standard deviation increase in firms\' labor supply elasticities reduces the variance of the earnings distribution by 9 percent.

The Effect of Firm Compensation Structures on Employee Mobility and Employee Entrepreneurship of Extreme Performers

Previous studies of employee entrepreneurship have not considered the rewards available to potential entrepreneurs inside of their current organizations. This study hopes to fill this gap by investigating how the firm's compensation structure, an important strategic decision closely scrutinized by human resource management, affects the mobility and entrepreneurship decisions of its employees, particularly those employees at the extreme ends of the performance distribution. Using a comprehensive U.S. Census data set covering all employees in the legal services industry across ten states for fifteen years, we find that high performing employees are less likely to leave firms with highly dispersed compensation structures. However, if high performers do leave employers that offer highly disperse compensation structures, they are more likely to join new firms. Less talented employees, on the other hand, are more likely to leave firms with greater pay dispersion. Unlike high performers, we find that low performers are less likely to move to new ventures when departing firms with highly disperse compensation structures.

Using linked employer-employee data to investigate the speed of adjustments in downsizing firms

When firms are faced with a demand shock, adjustment can take many forms. Firms can adjust
physical capital, human capital, or both. The speed of adjustment may differ as well: costs of
adjustment, the type of shock, the legal and economic enviroment all matter. In this paper, we
focus on firms that downsized between 1992 and 1997, but ultimately survive, and investigate how
the human capital distribution within a firm influences the speed of adjustment, ceteris paribus. In
other words, when do firms use mass layoffs instead of attrition to adjust the level of employment.
We combine worker-level wage records and measures of human capital with firm-level characteristics
of the production function, and use levels and changes in these variables to characterize
the choice of adjustment method and speed. Firms are described/compared up to 9 years prior to
death. We also consider how workers fare after leaving downsizing firms, and analyze if observed
differences in post-separation outcomes of workers provide clues to the choice of adjustment speed.

The LEHD Infrastructure Files and the Creation of the Quarterly Workforce Indicators

The Longitudinal Employer-Household Dynamics (LEHD) Program at the U.S. Census Bureau,
with the support of several national research agencies, has built a set of infrastructure files
using administrative data provided by state agencies, enhanced with information from other administrative
data sources, demographic and economic (business) surveys and censuses. The LEHD
Infrastructure Files provide a detailed and comprehensive picture of workers, employers, and their
interaction in the U.S. economy. Beginning in 2003 and building on this infrastructure, the Census
Bureau has published the Quarterly Workforce Indicators (QWI), a new collection of data series
that offers unprecedented detail on the local dynamics of labor markets. Despite the fine detail,
confidentiality is maintained due to the application of state-of-the-art confidentiality protection
methods. This article describes how the input files are compiled and combined to create the infrastructure
files. We describe the multiple imputation methods used to impute in missing data and
the statistical matching techniques used to combine and edit data when a direct identifier match
requires improvement. Both of these innovations are crucial to the success of the final product. Finally,
we pay special attention to the details of the confidentiality protection system used to protect
the identity and micro data values of the underlying entities used to form the published estimates.
We provide a brief description of public-use and restricted-access data files with pointers to further
documentation for researchers interested in using these data.

The Long-Term Effects of Job Mobility on the Adult Earnings of Young Men: Evidence from Integrated Employer-Employee Data

The paper follows a population of 18-year-old men to examine the impact that early job mobility has on their earnings prospects as young adults. Longitudinal employer-employee data from the state of Maryland allow me to take into consideration the endogenous determination of mobility in response to unobserved worker as well as firm characteristics, which may lead to spurious results. The descriptive portion of the paper shows that mobility patterns of young workers differ considerably with the characteristics of the firm; however, growth patterns are not significantly different on average. Workers employed in high-turnover firms (such as those in retail and services) experience more job turnover but similar rates of wage growth compared to workers employed in low turnover firms (such as those in manufacturing); however, their wage levels remain below and the wage gap actually increases over time. Regression results controlling for unobservable show that employers in the low-turnover sector discount earnings of workers who displayed early market mobility. By contrast, I find no evidence that mobility has negative effects for workers that remain employed in the high turnover sector.

Agent Heterogeneity and Learning: An Application to Labor Markets

I develop a matching model with heterogeneous workers, rms, and worker-firm
matches, and apply it to longitudinal linked data on employers and employees. Workers
vary in their marginal product when employed and their value of leisure when unemployed.
Firms vary in their marginal product and cost of maintaining a vacancy. The
marginal product of a worker-firm match also depends on a match-specific interaction
between worker and rm that I call match quality. Agents have complete information
about worker and rm heterogeneity, and symmetric but incomplete information about
match quality. They learn its value slowly by observing production outcomes. There
are two key results. First, under a Nash bargain, the equilibrium wage is linear in a
person-specific component, a firm-specific component, and the posterior mean of beliefs
about match quality. Second, in each period the separation decision depends only on
the posterior mean of beliefs and person and rm characteristics. These results have
several implications for an empirical model of earnings with person and rm eects.
The rst implies that residuals within a worker-firm match are a martingale; the second
implies the distribution of earnings is truncated.
I test predictions from the matching model using data from the Longitudinal
Employer-Household Dynamics (LEHD) Program at the US Census Bureau. I present
both xed and mixed model specifications of the equilibrium wage function, taking
account of structural aspects implied by the learning process. In the most general
specification, earnings residuals have a completely unstructured covariance within a
worker-firm match. I estimate and test a variety of more parsimonious error structures,
including the martingale structure implied by the learning process. I nd considerable
support for the matching model in these data.
