    Food and Agricultural Industries: Opportunities for Improving Measurement and Reporting

    We measure one component of off-farm food and agricultural industries using establishment level microdata in the federal statistical system. We focus on services for crop production, and compare measures of firm and employment dynamics in this sector during the period 1992-2012 with county-level publicly available data for the same measures. Based on differences across data sources, we establish new facts regarding the evolution of food and agricultural industries, and demonstrate the value of working with confidential microdata. In addition to the data and results we present, we highlight possibilities for collaboration across universities and federal agencies to improve reporting in other segments of food and agricultural industries.

    THE IMPACT OF LATINO-OWNED BUSINESS ON LOCAL ECONOMIC PERFORMANCE

    This paper takes advantage of the Michigan Census Research Data Center to merge limited-access Census Bureau data with county level information to investigate the impact of Latino-owned business (LOB) employment share on local economic performance measures, namely per capita income, employment, poverty, and population growth. Beginning with OLS and then moving to the Spatial Durbin Model, this paper shows the impact of LOB overall employment share is insignificant. When decomposed into various industries, however, LOB employment share does have a significant impact on economic performance measures. Significance varies by industry, but the results support a divide in the impact of LOB employment share in low and high-barrier industries.

    Dutch Disease or Agglomeration? The Local Economic Effects of Natural Resource Booms in Modern America

    Do natural resources benefit producer economies, or is there a "Natural Resource Curse," perhaps as Dutch Disease crowds out manufacturing? We combine new data on oil and gas abundance with Census of Manufactures microdata to estimate how oil and gas booms have affected local economies in the United States. Migration does not fully offset labor demand growth, so local wages rise. Notwithstanding, manufacturing is actually pro-cyclical with resource booms, driven by growth in upstream and locally traded sectors. The results highlight the importance of highly local demand for many manufacturers and underscore how natural resource linkages can drive manufacturing growth.

    The Effects of Productvity and Demand-Specific Factors on Plant Survival and Ownership Change in the U.S. Poultry Industry

    In this paper we study the productivity-survival link in the U.S. poultry processing industry using the longitudinal data constructed from five Censuses of Manufactures between 1987 and 2007. First, we study the effects of physical productivity and demand-specific factors on plant survival and ownership change. Second, we analyze the determinants of the firm-level expansion. The results show that higher demand-specific factors decrease the probability of exit and increase the probability of ownership change. The effect of physical productivity on the probability of exit or ownership change is generally insignificant. Also, firms with higher demand-specific factors have higher probability to expand whereas the average firm-level physical productivity turns out to be an insignificant determinant of firm expansion.

    Measuring The Impact Of The Toxics Release Inventory: Evidence From Manufacturing Plant Births

    The Toxics Release Inventory was the first major initiative to take a disclosurebased approach to environmental regulation and has served as the model for several other disclosure-based environmental policies. Yet the magnitude of its direct impacts on industrial manufacturing outcomes has not been established. I use Census Bureau micro-data to estimate the impacts of the Toxics Release Inventory on the opening of new manufacturing plants. I find that on average, counties that were found to be among the dirtiest in the country, in terms of toxic emissions, experienced a decrease in 'dirty' plant births and an even larger increase in 'clean' plant births. Furthermore, the magnitude of this shift is closely related to per capita income in the affected coun- ties - the effect is strongest in high-income communities and is reversed in low-income communities. I discuss the implications for information-based environmental policies.

    The Life Cycle of Plants in India and Mexico

    In the U.S., the average 40 year old plant employs almost eight times as many workers as the typical plant five years or younger. In contrast, surviving Indian plants exhibit little growth in terms of either employment or output. Mexico is intermediate to India and the U.S. in these respects: the average 40 year old Mexican plant employs twice as many workers as an average new plant. This pattern holds across many industries and for formal and informal establishments alike. The divergence in plant dynamics suggests lower investments by Indian and Mexican plants in process efficiency, quality, and in accessing markets at home and abroad. In simple GE models, we find that the difference in life cycle dynamics could lower aggregate manufacturing productivity on the order of 25% in India and Mexico relative to the U.S.

    The Direct and Indirect Costs of Food Safety Regulation

    The cost of compliance with the Pathogen Reduction Hazard Analysis Critical Control Program (PR/HACCP) rule of 1996 has been controversial since it was first proposed. Surveys have provided some cost information but examined plant size and other indirect effects with limited data and did not make cost estimates of direct cost components, such as mandated tasks. This paper addresses those deficiencies with data from a national survey of meat and poultry plants on PR/HACCP costs. Results indicate that (1) mandated tasks are the most costly component of the PR/HACCP rule, (2) regulation favors large plants over small ones, and (3) private actions are nearly as costly as direct regulation.

    Market Forces, Plant Technology, and the Food Safety Technology Use

    Economists (Ollinger and Mueller, 2003; Golan et al., 2004) have considered some of the economic forces, such as demands from major customers, that encourage plants to maintain food safety process control. Other economists, such as Roberts (2005), have identified food safety technologies that enable better control harmful pathogens. However, economists have not put the two together. The purpose of this paper is to examine the impact of economic forces, including firm effects and plant technology, customer demands, and regulation, on food safety technology use. Preliminary results suggest that customer demand has the greatest impact.

    International Trade and the Changing Demand for Skilled Workers in High-Tech Manufacturing

    This paper examines the effects of changing trade pressures on the demand for skilled workers in high-tech and traditional manufacturing industry groupings and in individual high-tech sectors. For industry groupings, changing import and export prices have mixed effects, with coefficients switching signs between wage share and employment share models. These findings suggest that changes in earnings and employment of skilled workers are not moving in the same direction in response to shifting trade pressures. For individual high-tech sectors, both price and orientation measures had significant effects, but the direction of these effects varied substantially by sector.

    Mergers and Acquisitions, Employment, Wages and Plant Closures in the U.S. Meat Product Industries: Evidence from Micro Data

    The purpose of this paper is to evaluate the impact of mergers and acquisitions (M&As) on wages and employment and plant closures in the meat packing, prepared meat products, and poultry slaughter and processing industries over 1977-87 and 1982-92. The analysis relies on a balanced panel dataset of all plants owned by meat and poultry firms that existed over 1977-87 or 1982-92. We find that (1) M&As are positively associated with wages in the meat packing and prepared meat products industries over 1977-87, but not over 1982-92; (2) changes in employment are positively related to M&As in all three meat and poultry industries over 1977-87, but only in the poultry industry over 1982-92; and (3) M&As are negatively associated with plant closures.
