Redesigning the Longitudinal Business Database

In this paper we describe the U.S. Census Bureau's redesign and production implementation of the Longitudinal Business Database (LBD) first introduced by Jarmin and Miranda (2002). The LBD is used to create the Business Dynamics Statistics (BDS), tabulations describing the entry, exit, expansion, and contraction of businesses. The new LBD and BDS also incorporate information formerly provided by the Statistics of U.S. Businesses program, which produced similar year-to-year measures of employment and establishment flows. We describe in detail how the LBD is created from curation of the input administrative data, longitudinal matching, retiming of economic census-year births and deaths, creation of vintage consistent industry codes and noise factors, and the creation and cleaning of each year of LBD data. This documentation is intended to facilitate the proper use and understanding of the data by both researchers with approved projects accessing the LBD microdata and those using the BDS tabulations.

Business Formation: A Tale of Two Recessions

The trajectory of new business applications and transitions to employer businesses differ markedly during the Great Recession and COVID-19 Recession. Both applications and transitions to employer startups decreased slowly but persistently in the post-Lehman crisis period of the Great Recession. In contrast, during the COVID-19 Recession new applications initially declined but have since sharply rebounded, resulting in a surge in applications during 2020. Projected transitions to employer businesses also rise but this is dampened by a change in the composition of applications in 2020 towards applications that are more likely to be nonemployers.

Just Passing Through: Characterizing U.S. Pass-Through Business Owners

We investigate the use of administrative data on the owners of partnerships and S-corporations to develop new statistics that characterize business owners. Income from these types of entities is "passed through" to owners to be taxed on the owners' tax returns. The information returns associated with such pass-through entities (Form K1 records) make it possible to link individual owners to the businesses they own. These linkages can be leveraged to associate measures of the demographic and human capital characteristics of business owners with the characteristics of the businesses they own. This paper describes measurement issues associated with administrative records on these pass-through entities and their integration with other Census data products. In addition, we document a number of interesting trends in business ownership among pass-through entities. We show a substantial decline in both entry and exit with less churn among both owners and owned businesses. We also show that the owners of pass-through entities are older, more likely to be male, and more likely to be white compared to the working population.

Estimating the Costs of Covering Dependents through Employer-Sponsored Plans

Several health reform microsimulation models use synthetic firms to estimate how changes in federal and state policies will affect employers' offers of health insurance, as well as the price of health insurance for workers and firms. These models typically rely on distinct measures of the average costs of single and dependent coverage, for employees and employers, which do not capture the joint distribution of these costs. Since some firms pay a large share of the premium for single polices but a lower share for dependent coverage, or the reverse, simulation models that do not account for the joint distribution of premium costs may not be sufficient to answer certain policy questions. To address this issue, we developed a method to extract estimates of the joint distribution of employer and employee costs of health insurance coverage from the Medical Expenditure Panel Survey ' Insurance Component (MEPS-IC). This paper describes how these distributions were constructed and how they were incorporated into the Urban Institute's Health Insurance Policy Simulation Model (HIPSM). The estimates presented in this paper and those available in supplementary datasets may be useful for other simulation models that need to utilize information on the joint distribution of single and dependent employee premium contributions.

Bankruptcy Spillovers

How do different bankruptcy approaches affect the local economy? Using U.S. Census microdata at the establishment level, we explore the spillover effects of reorganization and liquidation on geographically proximate firms. We exploit the random assignment of bankruptcy judges as a source of exogenous variation in the probability of liquidation. We find that within a five year period, employment declines substantially in the immediate neighborhood of the liquidated establishments, relative to reorganized establishments. Most of the decline is due to lower growth of existing establishments and, to a lesser extent, reduced entry into the area. The spillover effects are highly localized and concentrate in the non-tradable and service sectors, particularly when the bankrupt firm operates in the same sector. These results suggest that liquidation leads to a reduction in consumer traffic to the local area and to a decline in knowledge spillovers between firms. The evidence is inconsistent with the notion that liquidation leads to creative destruction, as the removal of bankrupt businesses does not lead to increased entry nor the revitalization of the area.

Using Partially Synthetic Microdata to Protect Sensitive Cells in Business Statistics

We describe and analyze a method that blends records from both observed and synthetic microdata into public-use tabulations on establishment statistics. The resulting tables use synthetic data only in potentially sensitive cells. We describe different algorithms, and present preliminary results when applied to the Census Bureau's Business Dynamics Statistics and Synthetic Longitudinal Business Database, highlighting accuracy and protection afforded by the method when compared to existing public-use tabulations (with suppressions).

Statistics on the International Trade Administration's Global Markets Program

Recent mandates for evidence-based policy choices from both the Executive and Legislative branches of the federal government underscore the importance of understanding the relationship between program participation and business outcomes. In this paper, we examine the correlations between participation in an export-promotion program and business outcomes. We use this experience to provide more general lessons learned about combining program data on treatments with Census Bureau micro data that can be used as a control. Note this paper does not evaluate a program, but instead provides critical information about a program.
The mission of the Commercial Service/Global Markets program is to help companies either start or increase their exports of goods and services. It pursues this mission through advocacy, events, and counseling. This study looks at a very small part of the overall program. While we cannot rule-out several sources of bias in our results, we do observe several consistent patterns across our models. In particular, program participation is positively correlated with export growth and change and, for small businesses, also with positive employment growth. However, overall, and for large firms in particular, there is a negative correlation with employment growth and counseling. The paper concludes with a 'Lessons Learned' section that highlights areas where measurement can be improved.

Evaluating the Long-Term Effect of NIST MEP Services on Establishment Performance

This work examines the effects of receipt of business assistance services from the Manufacturing Extension Partnership (MEP) on manufacturing establishment performance. Several measures of performance are considered: (1) change in value-added per employee (a measure of productivity); (2) change in sales per worker; (3) change in employment; and (4) establishment survival. To analyze these relationships, we merged program records from the MEP's client and project information files with administrative records from the Census of Manufacturers and other Census databases over the periods 1997'2002 and 2002'2007 to compare the outcomes and performance of 'served' and 'unserved' manufacturing establishments. The approach builds on, updates, and expands upon earlier studies comparing matched MEP client and non-client performance over time periods ending in 1992 and 2002. Our results generally indicate that MEP services had positive and significant impacts on establishment productivity and sales per worker for the 2002'2007 period with some exceptions based on employment size, industry, and type of service provided. MEP services also increased the probability of establishment survival for the 1997'2007 period. Regardless of econometric model specification, MEP clients with 1'19 employees have statistically significant and higher levels of labor productivity growth. We also observed significant productivity differences associated with MEP services by broad sector, with higher impacts over the 2002'2007 time period in the durable goods manufacturing sector. The study further finds that establishments receiving MEP assistance are more likely to survive than those that do not receive MEP assistance. Detailed findings of the study, as well as caveats and limitations, are discussed in the paper.

Small Homes, Public Schools, and Property Tax Capitalization

Efforts to estimate the degree to which local property taxes are capitalized into house values are complicated by any spurious correlation between property taxes and unobserved public services. One public service of particular interest is the provision of local public schools. Not only do public schools bulk large in the local property tax bill, but the inherent difficulty in measuring school quality has potentially undermined earlier attempts at achieving unbiased estimates of property tax capitalization. This particular problem has been of special concern since Oates' (1969) seminal paper. We sidestep the problem of omitted or misspecified measures of school quality by focusing on a segment of the housing market that likely places little-to-no value on school quality: small homes. Because few households residing in small homes have public school children, we anticipate that variations in their value does not account for differentials in public school quality. Using restricted-access microdata provided by the U.S. Census, and a quasi- experimental identification strategy, we estimate that local property taxes are nearly fully capitalized into the prices of small homes.

Modeling Single Establishment Firm Returns to the 2007 Economic Census

The Economic Census is one of the most important activities that the U.S. Census Bureau performs. It is critical for updating firm ownership/structure and industry information for a large number of businesses in the Census Bureau's Business Register, impacting most other economic programs. Also, it feeds into Bureau of Economic Analysis products, such as benchmark inputoutput accounts and Gross Domestic Product. The overall check-in rate for the 2007 Economic Census was just over 86%. Establishments owned by multi-location companies returned over 90% of their forms, as compared to the roughly two million single-establishment firms sampled in the Census that returned just over 80%. We model the check-in rate for single-establishment firms by using a large number of variables that might be correlated with whether or not a firm returns a form in the Economic Census. These variables are broadly categorized as the characteristics of firms, measures of external factors, and features of the survey design. We use the model for two purposes. First, by including many of the factors that may be correlated with returns we aim to focus limited advertising and outreach resources to low-return segments of the population. Second, we use the model to investigate the efficacy of an unplanned intervention expected to increase return rates: using certified mailing for one of the form follow-ups.
