Mom-and-Pop Meet Big-Box: Complements or Substitutes?

In part due to the popular perception that Big-Boxes displace smaller, often family owned (a.k.a. Mom-and-Pop) retail establishments, several empirical studies have examined the evidence on how Big-Boxes' impact local retail employment but no clear consensus has emerged. To help shed light on this debate, we exploit establishment-level data with detailed location information from a single metropolitan area to quantify the impact of Big-Box store entry and growth on nearby single unit and local chain stores. We incorporate a rich set of controls for local retail market conditions as well as whether or not the Big-Boxes are in the same sector as the smaller stores. We find a substantial negative impact of Big-Box entry and growth on the employment growth at both single unit and especially smaller chain stores ' but only when the Big-Box activity is both in the immediate area and in the same detailed industry.

The Micro-Dynamics of Skill Mix Changes in a Dual Labor Market: The Spanish Manufacturing Experience

As in many other developed countries, the share of skilled workers in Spain's labor force dramatically increased during the 1990s. This paper decomposes the aggregate skill mix change by a set of key firm characteristics and in the context of Spain's dual labor market. We find that continuing firms were the major drivers of skill mix growth and that expanding firms in particular increased their ratio of skilled workers. Net entry played a smaller but positive role due to higher-skilled entrants and lower-skilled exiters. Finally, we find that although firms with higher concentrations of temporary workers make bigger employment changes overall, firms' low-skilled employment is more strongly pro-cyclical than is high skilled employment.

The Bureau of Labor Statistics and the Bureau of the Census each maintain a business register, a universe of all U.S. business establishments and their characteristics, created from independent sources. Both registers serve critical functions such as supplying aggregate data inputs for certain national statistics generated by the Bureau of Economic Analysis. This paper examines key micro-level differences across these two business registers.

Measuring the Dynamics of Young and Small Businesses: Integrating the Employer and Nonemployer Universes

We develop a preliminary version of an Integrated Longitudinal Business Database (ILBD) that combines administrative records and survey-based data for virtually all employer and nonemployer business units in the United States. In the process, we confront conceptual and practical issues that arise in measuring the importance and dynamic behavior of younger and smaller businesses. We also document some basic facts about younger and smaller businesses. In doing so, we exploit the ability of the ILBD to follow business transitions between employer and nonemployer status, and vice-versa. This aspect of the ILBD opens a new frontier for the study of business formation and the precursors to job creation in the U.S. economy.

The Link Between Aggregate and Micro Productivity Growth: Evidence from Retail Trade

Understanding the nature and magnitude of resource reallocation, particularly as it relates to productivity growth, is important both because it affects how we model and interpret aggregate productivity dynamics, and also because market structure and institutions may affect the reallocation's magnitude and efficiency. Most evidence to date on the connection between reallocation and productivity dynamics for the U.S. and other countries comes from a single industry: manufacturing. Building upon a unique establishment-level data set of U.S. retail trade businesses, we provide some of the first evidence on the connection between reallocation and productivity dynamics in a non-manufacturing sector. Retail trade is a particularly appropriate subject for such a study since this large industry lies at the heart of many recent technological advances, such as E-commerce and advanced inventory controls. Our results show that virtually all of the productivity growth in the U.S. retail trade sector over the 1990s is accounted for by more productive entering establishments displacing much less productive exiting establishments. Interestingly, much of the between-establishment reallocation is a within, rather than betweenfirm phenomenon.

LOCALIZED EFFECTS OF CALIFORNIA'S MILITARY BASE REALIGNMENTS: EVIDENCE FROM MULTI-SECTOR LONGITUDINAL MICRODATA

Cuts in U.S. Department of Defense budgets have led to changes in the personnel levels at military bases throughout the United States. Because these bases are often significant sources of civilian and military employment and also provide customers for local businesses, closing them distresses local citizens, business leaders and politicians. In, Defense Secretary William Cohen launched a new drive to close dozens more military bases. Given the timeliness and magnitude of these actions, and in light of the predictions of hardship surrounding them, it is important to realistically assess the impact of substantial personnel changes at military bases on employment at neighboring businesses. This study utilizes a new and uniquely well-suited confidential dataset to analyze this issue at the level closures' impact are thought to occur: individual establishments and their employees. Using an establishment-level panel dataset that covers all private establishments in California with positive employment from 1989 to 1996, I examine how the employment dynamics of establishments across the full spectrum of industries are affected by personnel changes at nearby military bases and find that despite establishments' growth rates declining, more establishments going out of business and fewer new ones starting, when bases close workers' employment prospects actually improve.

Aggregate Productivity Growth: Lessons From Microeconomic Evidence

In this study we focus on the role of the reallocation of activity across individual producers for aggregate productivity growth. A growing body of empirical analysis yields striking patterns in the behavior of establishment-level reallocation and productivity. Nevertheless, a review of existing studies yields a wide range of findings regarding the contribution of reallocation to aggregate productivity growth. Through our review of existing studies and our own sensitivity analysis, we find that reallocation plays a significant role in the changes in productivity growth at the industry level and that the impact of net entry is disproportionate since entering plants tend to displace less productive exiting plants, even after controlling for overall average growth in productivity. However, an important conclusion of our sensitivity analysis is that the quantitative contribution of reallocation to the aggregate change in productivity is sensitive to the decomposition methodology employed. Our findings also confirm and extend others in the literature that indicate that both learning and selection effects are important in this context. A novel aspect of our analysis is that we have examined the role of reallocation for aggregate productivity growth to a selected set of service sector industries. Our analysis considers the 4-digit industries that form the 3-digit industry automobile repair shops. We found tremendous churning in this industry with extremely large rates of entry and exit. Moreover, we found that productivity growth in the industry is dominated establishment data at Census, the results are quite striking and clearly call for further analysis.

Industrial Spillovers In Developing Countries: Plant-Level Evidence From Chile, Mexico And Morocco

Recent trade and growth models have underscored the potential importance of external economies of scale. However, many of the most frequently modeled externalities have either not been measured or have been estimated with data too aggregate to be informative. In this paper, plant-level longitudinal data from Chile, Mexico and Morocco allow me to provide some of the first micro evidence on several types of external economies from plant-level production functions. The results indicate that in many industries own-industry output contributes positively to plant-level productivity. However, the effects of geographic concentration are mixed. Cross-country concentration, as measured by a geographic GINI index, often decreases productivity but within-province, same industry activity enhances it.

Industrial Spillovers in Developing Countries: Plant-level Evidence From Chile, Mexico, and Morocco

This paper documents the procedure used to match firm-level data from the Quarterly Financial Reports (QFR) to plant-level (establishment) data from the Longitudinal Research Database (LRD). The resulting matched firms and their plants provide a link between a firm's financial structure and its manufacturing plants. The linked database provides a resource that researchers can use to examine the interaction of financial structure with firm decisions - including decisions such as employment, investment, mergers, and asset redeployment. Financial structure characteristics in the QFR include the composition and amount of debt claims.

An Applied General Equilibrium Model Of Moroccan Trade Liberalization Featuring External Economies

Since the 1920's economists have wrestled with the effects of external economies on trade liberalization. In this paper I show that under extreme conditions, externalities can reverse the gains from trade found in perfectly competitive trade models. However, the externalities needed to generate this result, even under the worst possible conditions (all expanding industries are subject to negative externalities, all contracting industries have positive externalities) are orders of magnitude larger than those estimated in Krizan (1997). This suggests that the presence of external economies of scale does not provide a credible argument for protectionism. On the other hand, the CGE model showed that external effects can increase the welfare gains from trade liberalization, but the combined effect is still small compared to other policy options. This finding contrasts sharply with many models featuring internal returns to scale that are able to generate large welfare benefits from trade liberalization.
